<br />MINUTES Page 4 <br />City of San Leandro City COWlcil, San Leandro Economic Development Agency, San Leandro Parking Authority, San <br />Leandro Public Financing Authority, and San Leandro Redevelopment Agency Joint Meeting-June 19, 2006 <br /> <br />John Manuel, Marina Action Committee, representing the appellants, addressed <br />the City Council, giving a PowerPoint presentation which provided additional <br />information on the reasons for the appeal. Mr. Manuel commented that the project is <br />too large for the neighborhood, too dense for the lot and will result in parking spillover <br />onto the street. He stated his objection to "monster homes" and requested that the <br />Council review the matter city-wide. Mr. Manuel concluded by offering a variety of <br />solutions. <br /> <br />James Chen, the applicant, addressed the City Council, stating that he believes his <br />project would add value to the community. He commented on Mr. Manuel's concerns <br />for privacy, noting that there is currently no fence between his property and Mr. <br />Manuel's. Mr. Chen expressed willingness to work with Mr. Manuel to resolve the <br />privacy issue so that he can move forward with building his "dream home." <br /> <br />Staff responded to clarifying questions from the Council. <br /> <br />The Hearing was then opened to the public. <br /> <br />Joseph Tezeno, San Leandro property owner, addressed the City Council, speaking <br />in favor of condominium conversions for humanitarian reasons. Mr. Tazano <br />commented that he converted rental units on his West Avenue 134th property to <br />condominiums at the request of his tenants. <br /> <br />Laurence Norry, San Leandro resident, addressed the City Council, expressing <br />concern that the changes to the project made by the applicant were not shared with the <br />residents of Mulford Gardens until tonight. <br /> <br />Bo Johansen, San Leandro resident, addressed the City Council, commenting that a <br />document entitled, "Potential Constraints to Housing Production and the Overlay <br />Zoning Permits" does not address condominiums for RO zoning. Mr. Johansen stated <br />he favors no condominiums in the RO District and believes this matter has not been <br />given adequate consideration. <br /> <br />Howard Cin, San Leandro resident, addressed the City Council, commenting that the <br />proposed buildings are too large for the surrounding area and dwarf the neighboring <br />property. Mr. Cin requested the Council heed the concerns expressed by the residents. <br /> <br />Audrey Albers, San Leandro resident, addressed the City Council, commenting on <br />the letter she submitted to the Council on this project. Ms. Albers urged the Council <br />deny the project due to its size and unsuitability for the community. <br /> <br />Yvette Rice, San Leandro resident, addressed the City Council, commenting that <br />parking is already a problem in the neighborhood. She voiced objections to dividing the <br />lot and to "big box" houses. Ms. Rice urged the Council to uphold the appeal and deny <br />the proj ect. <br />
