Ayes: 7; Noes: 0 <br /> <br />A. Matter ofPLN2005-00141; Rezone from RM1800 Residential Multi-Family District to <br />RM2500 (PD) Residential Multi-Family, Planned Development Overlay District; <br />Planned Development and Vesting Tentative Tract Map to construct a subdivision <br />consisting of six, detached, three-story, single-family residences. Each unit would <br />comprise approximately 1,455 square feet ofliving area, which includes three bedrooms <br />and three baths. Each unit would have an attached two-car garage. 1537 Hays Street; <br />Alameda County Assessor's Parcel Number 075-0012-007; D. Langon, Langon Homes <br />(applicant and property owner). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis asked Mr. Horn to introduce the item. Mr. Horn gave an overview of the item <br />and introduced Planner II Elmer Penaranda. Mr. Penaranda gave a PowerPoint <br />presentation providing a description of the proposed project, the public review process, <br />and revisions to the project made by the applicant in response to public input. <br /> <br />David Langan, Langan Homes, the Applicant, addressed the City Council, <br />commenting that the proposed project is a lower density than the current zoning allows. <br />He expressed surprise at the level of opposition to the project by the neighbors, noting <br />the many opportunities for public input. Mr. Langon commented that the project was <br />designed to fit in with the surrounding area and provide a transition from the high <br />density building on one side to the single family residence on the other. The project is <br />an example of infill housing near downtown and public transportation, and it is planned <br />to have the homes certified as "green" homes. Mr. Langon indicated that, in response to <br />a request by residents of the Garden Terrace, he looked into relocating the existing <br />house; however, the party he contacted is no longer interested in the house. He now <br />plans to deconstruct the house and recycle/reuse as much of the material as possible. <br />Mr. Langon stated that Langon Homes primarily focuses on infil1 developments near <br />downtown locations and strives for sustainable, environmentally friendly housing. <br /> <br />The Applicant and staff responded to questions from the Council. <br /> <br />The Hearing was then opened to the public. <br /> <br />Virginia Eldridge, San Leandro resident, addressed the City Council, stating that she <br />owns a condominium on the north side of Garden Terrace which would face the <br />proposed project. Ms. Eldridge expressed concerns that the project would compromise <br />sunlight and views to the north-facing units and that the Garden Terrace HOA never <br />received notices for meetings to discuss the planning of this project. She quoted a <br />portion of General Plan Goal 1.03. Ms. Eldridge requested the Council consider <br />continuing the matter and asked that Councilmember Badger be present at meetings <br />between Garden Terrace residents and the developer. <br /> <br />Cathy Soza, San Leandro resident, addressed the City Council regarding the single- <br />family dwellings on the subject block, bounded by Clarke, Hays, West Juana and Parrott <br />
