Ms. Soza commented that Robert Jones owns several properties on the block. <br />She expressed concern that ifMr. Jones chooses to develop these properties, the views <br />and sunlight to her residence could potentially be blocked. <br /> <br />Bob Soza, San Leandro resident, addressed the City Council, commenting that he and <br />his wife lived in San Francisco for many years and saw the effects of over-development, <br />including increased noise, congestion and traffic. Mr. Soza stated his belief that there <br />will be further housing development on the block and in the area and expressed <br />opposition to the project. <br /> <br />Toni Mobley, San Leandro resident, addressed the City Council, commenting that she <br />lives near the downtown area and serves on the Downtown Transit-Oriented <br />Development Committee. Ms. Mobley stated her support for new infill development in <br />the downtown area and asked if any affordable units would be developed as part of this <br />project. She expressed compassion for the Garden Terrace residents and their loss of <br />sunlight, and she asked that the surrounding community and developers be more open to <br />the concerns of others and offer opportunities to work together. <br /> <br />Kathy Goodall, San Leandro resident, addressed the City Council on her own behalf <br />and on behalf of two other Garden Terrace residents. Ms. Goodall requested the City <br />Council delay a decision on the project until the Garden Terrace residents can resolve <br />additional issues with the applicant, including setback, landscaping, parking and HOA <br />issues. She commented that the notice for the meeting held on November 30 was <br />delivered during the Thanksgiving holiday and many residents either did not receive it <br />or did not recognize its importance. Ms. Goodall stated that she would like to see the <br />Garden Terrace residents and the applicant work together to reach agreement. <br /> <br />Lester Williams, San Leandro resident, addressed the City Council, expressing <br />agreement with Ms. Goodall's comments and emphasizing the need for a HOA for the <br />proposed development to clarify responsibility for maintenance issues such as those" <br />associated with the access road. Mr. Williams expressed concern regarding the close <br />proximity of the proposed project to the Garden Terrace condominiums and the <br />resulting obstruction of views and light. Mr. Williams commented that he feels he is <br />being forced to defend himself and his property rights. <br /> <br />Melinda Jackson, San Leandro resident, addressed the City Council, stating she is <br />the president of the Garden Terrace HOA and commenting that the Board is concerned <br />that it did not receive notice of the November 2005 meeting with the applicant. Ms. <br />Jackson noted that the Board did subsequently meet with Mr. Langon. She expressed <br />concern about the narrow setbacks and resulting loss of views and property values, and <br />stated that she would like to see the project redesigned. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br />
