<br />MINUTES Page 8 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-September 5, 2006 <br /> <br />The City Council recessed from 8:47 p.m. to 8:58 p.m. <br /> <br />4. JOINT CITY COUNCIL/SAN LEANDRO REDEVELOPMENT AGENCY PUBLIC <br />HEARINGS <br /> <br />None. <br /> <br />5. PUBLIC COMMENTS <br /> <br />Public Comments are limited to 3 minutes per speaker, subject to adjustment by the Mayor. <br />When you address the City Council, you should fill out a speaker card and submit it to the <br />City Clerk so the order of speakers may be determined and an official record of names and <br />addresses obtained. The public is invited to make comments on items of public interest NOT <br />listed on the Agenda. <br /> <br />Ray Diaz, San Leandro resident, addressed the City Council, commenting on a letter <br />recently published in the San Leandro Times which addressed the City's requirement for <br />rental home owners to obtain a business license and the imposition of fines for those who <br />have not complied. He stated he was upset that he was never notified of the requirement, <br />although it was adopted in 1988. <br /> <br />John Faria, San Leandro resident, addressed the City Council, commenting on a Daily <br />Review article on flood control. He commented that the City performed studies and created a <br />plan in the 1980s, but the information did not appear to get passed on to the current staff. <br /> <br />Harold Perez, San Leandro resident, addressed the City Council, commenting on the junk <br />cars that were removed from his neighborhood, problems with his neighbor's dogs, and a <br />letter he received from a mediation service about his neighbor. Mr. Perez commented on the <br />homes recently built by Anthony Batarse and the fact that some of them are now for sale <br />when the original request was for housing for his family. <br /> <br />Lester Williams, San Leandro resident, addressed the City Council, commenting that he <br />feels residents should receive reparations by the City for decisions made by the City which <br />result in the loss of property values to residents. <br /> <br />Darlene Evans, San Leandro resident, addressed the City Council regarding various <br />problems in her neighborhood and the need for increased enforcement of community <br />standards violations. <br /> <br />6. CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager Jermanis responded to Mr. Diaz's comments, indicating that the City has <br />performed several blanket notifications in prior years to alert businesses of their requirement <br />
