CITY COUNCIL COMMENTS <br /> <br />Councilmember Santos commented that if a living wage ordinance is passed, it would not <br />affect many employees in the City of San Leandro. He stated that the City needs to move <br />forward on this issue. Councilmember Santos recalled the Council had discussed not holding <br />meetings on religious holidays. He pointed out that today is a Jewish holiday, and several <br />community members expressed displeasure that the Council is holding a meeting. <br />Councilmember Santos thanked staff for the quick work on W ashington Avenue and Halcyon <br />Drive. <br /> <br />Councilmember Starosciak commented that at 8:00 a.m. on September 24,2006, the railroad <br />crossing at the Lewelling Boulevard entrance to Heron Bay was blocked by a train for three <br />hours, and she received many irate calls from Heron Bay residents who were unable to leave <br />the neighborhood. The Police Department called Union Pacific Railroad but was <br />unsuccessful in getting the train moved. PD finally opened the access to the Bay Trail to <br />allow Heron Bay residents to leave. Councilmember Starosciak noted that it was a <br />frightening situation and a "dry run" for an emergency preparedness situation, and City staff is <br />working on ways to prevent these types of situations in the future. <br /> <br />Vice Mayor Grant commented that, on the Mayor's behalf, she attended a ceremony of the <br />Seventh Step Foundation. The Seventh Step Foundation offers a program which prepares <br />parolees for re-entry into society, and Vice Mayor Grant noted that it was a very moving <br />ceremony. <br /> <br />Councilmember Badger commended the Police Department for ticketing cars illegally parked <br />for sale on Alvarado Street early Sunday morning. <br /> <br />Mayor Young commented that she attended a presentation on "residential mansionization" at <br />the League of California Cities Conference in San Diego. She obtained a copy of an <br />ordinance adopted by the City of Solana Beach and will have copies made for the Council. <br />Mayor Young commented that, although Councilmember Santos has raised the living wage <br />issue before, he has not requested it be referred to a committee. She suggested that the living <br />wage issue be referred to the City Council Finance Committee. There was consensus of the <br />Council to do so. <br /> <br />13.
