<br />7.15 ACTION BY THE CITY. Except as may be otherwise speci fically provided <br />herein, whenever any approval, notice, direction, consent or request by the City is required or <br />permitted under this Agreement, such action shall be in writing, and such action may be given, <br />made or taken by the City Manager, or by any person who shall have been designated by the City <br />Manager, without further approval by the City Council unless the City Manager determines in <br />his or her discretion that such approval is required. <br /> <br />7.16 NON-LIABILITY OF CITY AND CITY OFFICIALS. EMPLOYEES AND <br />AGENTS. No member, official, employee or agent ofthe City shall be personally liable to <br />Borrower or any successor in interest to any of the foregoing in the event of any default or <br />breach by the City, or for any amount of money which may become due to Borrower or <br />Borrower's successor in interest or for any obligation of City under this Agreement. <br /> <br />7.17 RIGHT OF ACCESS. Borrower hereby grants to City and City's agents and <br />employees the right, upon reasonable notice to Borrower of not less than two business days, to <br />enter upon the Property and the Improvements for the purpose of inspecting, examining, <br />surveying and reviewing the same for the purpose of ensuring compliance with the City <br />Documents. <br /> <br />7.18 CLOSING COSTS.
