16. If the design of any site improvement requires encroachments onto neighboring properties during construction, written agreements with that property owner shall be submitted to the City Engineer for review and approval, prior to approval of the Final Map. 17. All TV cable facilities shall be located and installed in accordance with the City's "Design and Construction Standards for Ground Mounted TV Cable Facilities." 18. The proposed Conditions, Covenants and Restrictions (CCR's) for the project shall be approved by the City prior to approval ofthe Final Map. 19. Prior to any grading operation, the subdivider shall submit all information including a Grading Plan accompanied by Soils Engineering and Engineering Geology Reports, in accordance with requirements of the City of San Leandro Municipal Code Title VII, Chapter 12 and obtain a grading permit. 20. To control storm water pollution, the subdivider shall comply with the regulations and provisions contained in the City's Grading Ordinance, the City's Storm Water Pollution Prevention Permit, and the National Pollutant Discharge Elimination System (NPDES), to the satisfaction of the City Engineer. 21. The Urban Runoff Clean Water Program requires that all runoff be treated to remove sediment and water borne pollutants prior to discharge into a public facility. On projects of this type, this can typically be handled by directing runoff through landscaped areas or grassy swales. The driveway shall be graded to collect the rainwater and filter through the landscape area. Also, all the downspouts shall be filtered through the landscape area. 22. During construction, the following high standards for sanitation are required: garbage cans, construction dumpsters, and debris piles shall be removed on a minimum weekly basis. All food related trash items such as wrappers, cans, bottles. and food scraps shall be disposed of in closed containers only and shall be regularly removed from the site. Inspections, conducted as part of the regular construction compliance, will be conducted to ensure compliance of the subdivider and contractors with this requirement. 23. All on-site storm drain inlets must be labeled "No Dumping--Drains to Bay" using approved methods. 24. Prior to the issuance of the Building Permit, the subdivider shall pay Park Development Impact Fees per Section 800 of Chapter 1 Title VII of the San Leandro Municipal Code and Master Fee Schedule. This project would be required to pay the adjusted Park Facilities Development Impact Fee, which is in effect at the time of submittal of a completed application. Also, the subdivider shall pay Development Fee for Street Improvement (DFSI), Utility Underground Conversion Fee, Sewer Connection Fee, and other fees as required by City Ordinances and regulations. The exact fee will be determined at the time of Building Permit issuance and may be adjusted to reflect any change in the ENR Construction Cost Index.
