<br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2006-056 <br /> <br />(1219/1250) <br /> <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A DISADVANTAGED <br />BUSINESS ENTERPRISE (DBE) RACE-NEUTRAL IMPLEMENTATION AGREEMENT FOR <br />LOCAL AGENCIES WITH THE DEPARTMENT OF TRANSPORTATION (CALTRANS) <br />FOR THE RECEIPT OF FEDERAL HIGHWAY FUNDS <br /> <br />FINDINGS <br /> <br />WHEREAS, in October 1988, the City Council of the City of San Leandro adopted a <br /> <br />Disadvantaged Business Enterprise Program ("DBE Program") for program activities that are funded <br /> <br />wholly or in part by federal highway funds; and <br /> <br />WHEREAS, in September 2000, the City Council of the City of San Leandro amended its <br /> <br />Disadvantaged Business Enterprise Program ("DBE Program") for program activities that are funded <br /> <br />wholly or in part by federal highway funds to comply with FHW A rule changes; and <br /> <br />WHEREAS, a recent decision by the Ninth Circuit Court of Appeals requires the City of San <br /> <br />Leandro to update the City's DBE program, <br /> <br />NOW, THEREFORE, the City Council of the City of San Leandro does resolve as follows: <br /> <br />1.
