<br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> <br />RESOLUTION NO. 2006- <br /> <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESCINDING <br />CITY COUNCIL RESOLUTION NO. 2006-075, CONSENTING TO THE USE OF <br />REDEVELOPMENT AGENCY FUNDS AND APPROVAL OF PLANS AND <br />SPECIFICA nONS AND CALL FOR BIDS FOR DOOLITTLE DRIVE ENTRYW A Y <br />IMPROVEMENTS, PHASE 1 AND 2, PROJECT NO. 230-43-155 <br /> <br />Recitals <br /> <br />WHEREAS, California Redevclopment Law at Health and Safety Code Section 33445 <br /> <br />provides that a redevelopment agency may, with the consent of the legislative body, pay all or a <br /> <br />portion of the cost of the construction of any building, facility, structure, or other improvement, <br /> <br />which is publicly owned either within or without the project area; and <br /> <br />WHEREAS, on June 16,2004, the Redevelopment Agency of the City of San Leandro <br /> <br />(the "Agency") issued $5,500,000 in Tax Allocation Bonds for the West San Leandro/MacArthur <br /> <br />Boulevard Redevelopment Project Area to assist in financing, in part, the Doolittle Drive <br /> <br />Entryway Improvements, Phase I and 2, Project No. 230~43-155; and <br /> <br />WHEREAS, the Agency has determined that tax increment funds arc also available from <br /> <br />the West San Leandro/MacArthur Boulevard Redevelopment Project to assist in financing, in <br /> <br />part, the Doolittle Drive Entryway Improvements, Phase I and 2, Project No. 230-43-155; and <br /> <br />WHEREAS, the Agency has made the findings required by Section 33445 and has <br /> <br />detennined that no other means of financing the installation of the Doolittle Drive Entryway <br /> <br />Improvements, Phase I and 2, Project No. 230-43-155, is available to the community in that the <br /> <br />only other possible source of funding is through the use of the City's General Fund, which is <br /> <br />pledged for thc provision of essential city services for the residents of the City. <br /> <br />WHEREAS, the City Council of the City of San Leandro has reviewed and considered <br /> <br />the Categorical Excmption prepared for the Doolittle Drive Entryway Improvements, Phase 1 <br />
