IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2006- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESCINDING CITY COUNCIL RESOLUTION NO. 2006-075, CONSENTING TO THE USE OF REDEVELOPMENT AGENCY FUNDS AND APPROVAL OF PLANS AND SPECIFICA nONS AND CALL FOR BIDS FOR DOOLITTLE DRIVE ENTRYW A Y IMPROVEMENTS, PHASE 1 AND 2, PROJECT NO. 230-43-155 Recitals WHEREAS, California Redevclopment Law at Health and Safety Code Section 33445 provides that a redevelopment agency may, with the consent of the legislative body, pay all or a portion of the cost of the construction of any building, facility, structure, or other improvement, which is publicly owned either within or without the project area; and WHEREAS, on June 16,2004, the Redevelopment Agency of the City of San Leandro (the "Agency") issued $5,500,000 in Tax Allocation Bonds for the West San Leandro/MacArthur Boulevard Redevelopment Project Area to assist in financing, in part, the Doolittle Drive Entryway Improvements, Phase I and 2, Project No. 230~43-155; and WHEREAS, the Agency has determined that tax increment funds arc also available from the West San Leandro/MacArthur Boulevard Redevelopment Project to assist in financing, in part, the Doolittle Drive Entryway Improvements, Phase I and 2, Project No. 230-43-155; and WHEREAS, the Agency has made the findings required by Section 33445 and has detennined that no other means of financing the installation of the Doolittle Drive Entryway Improvements, Phase I and 2, Project No. 230-43-155, is available to the community in that the only other possible source of funding is through the use of the City's General Fund, which is pledged for thc provision of essential city services for the residents of the City. WHEREAS, the City Council of the City of San Leandro has reviewed and considered the Categorical Excmption prepared for the Doolittle Drive Entryway Improvements, Phase 1
