<br />CITY OF SAN LEANDRO <br />STAFF REPORT <br /> <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br /> <br />DATE: <br /> <br />December 7, 2006 <br /> <br /> <br />TO: <br /> <br />John Jermanis, City Manager <br /> <br />FROM: <br /> <br />Mike Bakaldin, Public Works Director <br /> <br />SUBJECT PROJECT/})ROJECT DESCRIPTION: <br /> <br />RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A LETTER <br />AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF SAN LEANDRO <br />AND ALAMEDA COUNTY INDUSTRIES, INC. <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />Staff recommcnds authorizing the City Manager to cxecute a letter amendment to that <br />certain Franchise Agreement for Solid Waste, Recyclables, and Green Waste Services <br />between the City of San Leandro and Alameda County Industries, Inc. (ACI). The letter <br />amendment would authorize ACI to provide enhanced recycling services for its <br />residential and commercial customers and to increase the rates charged to such customers <br />by two percent (2%) effective July 1, 2007 and by two percent (2%) July 1, 2008. <br />Furthermore, pursuant to the letter amendment, the City would provide ACI with grant <br />funds in the amount of One Hundred Twenty Thousand Dollars ($120,000) for the <br />enhanced services for rate year 2007 and $120,000 for rate year 2008. <br /> <br />BACKGROUND <br /> <br />ACI is proposing to enhance the rccycling services provided to its residcntial customcrs <br />by increasing the frequency of collection of recyclables from bi-weekly collection to <br />weekly collection. ACI is also proposing to enhance the recycling services provided to <br />its commercial customers by providing them with up to a ninety-six (96) gallon cart for <br />food waste or recyclables collection. To fund the enhanced recycling services to its <br />residential and commercial customers, ACI is proposing to implement a tiered rate <br />increase for both its residcntial and commercial customers. Under the proposal, ACI <br />would increase rates by 2% on July 1,2007 and by 2% on July 1, 2008. <br /> <br />In an effort to assist ACI in providing cnhanced recycling services to its residential and <br />commercial customers, staff is proposing to provide ACI with grant funds in the amount <br />of One Hundred Twenty Thousand Dollars ($120,000) for rate year 2007 and $120,000 <br />for rate year 2008 to help defray the costs of implementing the commercial recycling <br />program. Pursuant to the lcttcr amendment, the grant funds from the City would be paid <br />in monthly installments during rate years 2007 and 2008. <br />
