<br />CITY OF SAN LEANDRO <br /> <br />STAFF REPORT <br /> <br />APPROVED AND <br />FORW ARDED <br />TO CITY COUNCIL <br /> <br />DATE: <br /> <br />December 18,2006 <br /> <br /> <br />TO: <br /> <br />John Jennanis, City Manager <br /> <br />BY: <br /> <br />Kenneth Joseph, City Engineer <br /> <br /> <br />FROM: <br /> <br />Uchenna Udemezue, Director <br />Engineering and Transportation <br /> <br />SUBJECT PROJECT/PROJECT DESCRIPTION: <br /> <br />RESOLUTION OF INTENTION TO ESTABLISH RIGHT-OF-WAY LINES (EDEN ROAD <br />FROM DOOLITTLE DRIVE TO END, AND AN EXTENSION OF BUSINESS CENTER <br />DRIVE FROM DAVIS STREET TO EDEN ROAD) AND SET THE PUBLIC HEARING <br />DATE FOR JANUARY 16,2007 <br /> <br />Provides for the notice of intention for the establishment of plan-lines for Eden Road and the <br />extension of Business Center Drive from Davis Street to Eden Road as deseribed on the map <br />entitled "PLAN LINE; EDEN ROAD" dated June 1,2006. <br /> <br />SUMMARY AND RECOMMENDATION <br /> <br />It is recommended that the City Couneil approve a resolution of intention for the designation of <br />the Eden Road and Business Center Drive extension plan lines. This resolution provides for the <br />description of the affected properties and provides for the notice of a public hearing to be held at <br />7:00 p.m. on January 16, 2007, at the City Hall Council Chambers when and where any and all <br />persons having objections to the establishment of the proposed right-of-way lines may appear <br />before the City Council and object thereto. <br /> <br />BACKGROUND <br /> <br />Eden Road is a private dirt road that has been the site of illegal dumping, illegal parking, and <br />poor storm water run-off. Depending on weather conditions, vehicles traveling on Eden Road <br />track dirt and mud onto Doolittle Drive. Additionally, stom1 water from Doolittle Drive collects <br />at the entranee to Eden Road and creates a pond up to 6 inches deep. Eden Road is I, ISO feet <br />long and 50 feet wide, with only one drainage ditch along a portion of one side that empties into <br />an inlet located at the Water Pollution Control Plant. The road has no turn around area so trucks <br />and large vehicles must back out; the road is poorly lighted; and there are no fire hydrants, <br />thereby compromising fire fighting activities. <br /> <br />The City received notice in 2004 that Eden Road was in tax default and was available for <br />purchase. The City recognized an opportunity to improve the roadway and acquired it in July <br />2004. In November 2005, the City made improvements to the entrance of Eden Road by <br />installing rock over the first 100 feet of the dirt road. This work temporarily reduced the tracking <br />of dirt and mud onto Doolittle Drive, but the rock has since dissipated and ceased to be effective. <br />
