<br />Speed Limits <br /> <br />2 <br /> <br />December 18, 2006 <br /> <br />engineering and traffic survey of the FHW A Manual on Uniform Traffic Control Devices <br />(MUTeD) with the following major revision: <br /> <br />. 'fhe 85th percentile speed is defined as a speed that 85 percent of vehicle drivers travel under <br />prevailing (i.e., free flow) conditions <br />o Before 2004, the speed limit should be established at the first five mile per hour (mph) <br />increment below the 85th percentile speed <br />o After 2004, the speed limit should be established at the nearest 5 mph increment of the <br />85th pereenti Ie speed of free flowing tra1lie <br /> <br />For example, if the 85th percentile speed from an engineering and traffic survey was 38 mph, the <br />preliminary deciding speed limit would be 35 mph before 2004, but 40 mph after 2004. This <br />specific guideline revision has resulted in raising certain street speed limits and has become a <br />challenge to state and local jurisdictions. <br /> <br />The following factors that may be considered to adjust and detemline the final speed limits are <br />offered to authorized traffic engineers: <br />. Road characteristics, shoulder condition, grade, alignment, and sight distance <br />. 10 mph pace speed (a 10 mile range in speeds in which the highest number of data is <br />recorded) <br />. Roadside development and environment <br />. Parking practices and pedestrian activity <br />. Reported crash experience [or at least a 12 month period <br /> <br />Analysis <br /> <br />Having thoroughly considered all possible reduction factors mentioned above, speed limits will <br />be raised by 10 mph on one street segment and by 5 mph on 14 street segments. These street <br />segments and speed limits are listed as follows: <br /> <br />. Aladdin Avenue between 1-880 and Alvarado Street (35 mph to 40 mph) <br />. Alvarado Street between Marina Boulevard and Portola Drive (35 mph to 40 mph)) <br />. Davis Street between Doolittle Drive and West End (30 mph to 35 mph) <br />. Doolittle Drive between Davis Street and Marina Boulevard (35 mph to 40 mph) <br />. Doolittle Drive between Marina Boulevard and South End (35 mph to 40 mph) <br />. Estudillo Avenue between East 14th Street and Bancroft Avenue (25 mph to 30 mph) <br />. Farallon Drive between Doolittle Drive and Wicks Boulevard (30 mph to 35 mph) <br />. Farnsworth Drive between Manor Boulevard and Purdue Street (25 mph to 30 mph) <br />. Foothill Boulevard between Durant Avenue and MacArthur Boulevard (35 mph to 40 mph) <br />. Halcyon Drive between Washington Avenue and Hesperian Boulevard (35 mph to 40 mph) <br />. Marina Boulevard between Alvarado Street and San Leandro Boulevard (30 mph to 40 mph) <br />. San Leandro Boulevard between North City Limit and Davis Street (35 mph to 40 mph) <br />. San Leandro Boulevard between Davis Street and Williams Street (35 mph to 40 mph) <br />. Williams Street between Neptune Drive and Aurora Drive (30 mph to 35 mph) <br />. Williams Street between 1-880 and San Leandro Boulevard (25 mph to 30 mph) <br />
