Presentation by East Bay Dischargers Authority (EBDA) on National Pollutant <br />Discharge Elimination Systelll (NPDES) Wastewater Permit. <br /> <br />Chuck Weir, Executive Director of EBDA, gave a PowerPoint presentation, providing <br />background on EBDA; an overview of the NPDES Wastewater Pell1lit; and the <br />extensive, and ullimately successrul, permit approval process. <br /> <br />City Manager Jennanis commented that Mr. Weir's presentation gives the Council a <br />view of the complicated, technical nature of the federal NPDES permit approval <br />process. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Ilcaring Comments arc limited to 5 minutes per speaker, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an oflicial record of names <br />and addresses obtained. <br /> <br />A. Continued from October 16,2006. <br /> <br />This being the time and place for the Public Hearing on the above maUer, City Manager <br />Jcnnanis gave background on the itern and introduced Planner Sally Banos and Chief <br />Building Ollicial William Schock. <br /> <br />Ms. Barros gave a PowerPoint presentation describing the project approved by the BZA, <br />the reduction in the size of the main hOlIse by the Applicant as a resull of the appeal <br />filed by Mr. Lew, and staff's recommendation Jor approval of the project subject to the <br />revised Conditions of Approval. <br /> <br />Mr. Schock provided information on the stability orthe hillside and the 1989 soils study <br />perJ()rrned 1'01' the Langon subdivision. <br /> <br />The J Icaring was then opened to the public. <br /> <br />Wayland Lew, Appellant, addressed the City Council, expressing his opposition to the <br />design of the project proposed Jar construction at 2888 Darius Way.
