During Phase 3 of the recodification, the Rules and Communications Committee and the City Council reviewed the revised Titles 25- 27 relating to bylaws and administrative policies of the Public Financing Authority, Redevelopment Agency, and Parking Authority. Changes to these titles require approvals by the respective agencies/authorities. Staff recommends adoption of agency/authority resolutions approving the amendments to SLAC Titles 25-27. BACKGROUND City agencies and authorities are created by the City Council. Titles relating to various City agencies and authorities have been codified into the SLAC. During the 2005-06 recodification of the SLAC, the bylaws of the Public Financing Authority, established in 1993, were added as Title 25, Chapter 1, and chapters in Titles 26 and 27 were updated and revised.
