MINUTES Page 4 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-December 18, 2006 minutes for all items. Items listed on the Consent Calendar are deemed to have been read by title. Public Comments on Item 8.A.: Richard Sequeira, San Leandro resident, addressed the City Council, commenting on the minutes of the public hearing at the December 4, 2006 City Council meeting and requesting that his verbatim comments, and those of appellant Wayland Lew, be included as part of the minutes. Mr. Sequeira stated that he felt many of the issues, details and misstatements were "glossed over," thereby changing the "flavor" of the meeting. Mr. Sequeira commented that the minutes should be more straightforward and include the verbatim statements made at the meeting. End of Public Comments on Item 8.A. City Manager Jermanis addressed Mr. Sequeira's comments, pointing out that the minutes of City Council meetings are not a verbatim record of the meeting. Mr. Jermanis indicated that the audio recording of the meeting, as well any document submitted during the meeting, is a public record and is available for review. City Attorney JaYne Williams indicated that all of the documents submitted during the public hearing, as well as the audiotape of the meeting, are part of the official record. Items 8.C. and 8.E. were removed from the Consent Calendar to Item 9, Items Removed from Consent Calendar. The remaining items on the Consent Calendar were approved by the following vote: M/S/C Badger and Santos. Ayes: 5; Noes: 0; Absent: 2 (Grant and Nardine) A. Minutes of the Meeting of December 4, 2006. Approved as submitted. B. Resolution No. 2006-133, Resolution Declaring Results of Special Municipal Run-Off Election Held on November 7, 2006, for the Election of Mayor and City Councilmember, District 3 (certifies results of the election). (1055/3078) C. Resolution Accepting the 2006-07 Annual Report of the West San Leandro Shuttle Business Improvement District (BID) Advisory Board (accepts the annual report on the performance of the LINKS Shuttle). (Moved to Item 9, Items Removed from Consent Calendar.) (2938/2993/3032/3034) D. Matter of Doolittle Drive Entryway Improvements, Phases 1 and 2, Project No. 230-43- 155 (provides for installation of landscape, irrigation, and entryway monuments on Doolittle Drive, between Adams Avenue and 98th Avenue for Phase 1, and between Adams Avenue and Davis Street for Phase 2). Bid opening date is January 22,2007.
