The Agency provided design assistance and the completed project is consistent <br />with the Joint Project Area's design strategy. <br /> <br />· Kohl's department store and Bed Bath and Beyond opened at Bayfair Center and interior <br />mall improvements were initiated. In 2006-07, Old Navy, Staples, Chili's, Starbucks, <br />Red Brick Pizza, Jamba Juice and a relocated Chevys opened for business. Additional <br />interior mall improvements are also scheduled. Design work continues for future phases <br />of improvements, all privately funded by mall owner, Madison Marquette. The Agency <br />continues to work with Alameda County and BART on the Bayfair BART/Coelho Drive <br />pedestrian improvement project. <br /> <br />· The Agency provided $100,000 in funding for the San Leandro LINKS. LINKS is a <br />shuttle service started in 2002 to transport employees between industrial businesses and <br />the San Leandro Main BART Station. Ridership has doubled in the past two years from <br />9,213 in August 2004 to 17,047 monthly passengers in August 2006. <br /> <br />· In the West San Leandro/MacArthur Project Area, the Agency provided funding for the <br />Doolittle Drive/Airport Gateway roadway and landscape improvement project. <br />Improvements to the Doolittle Drive and Davis Street intersection were completed and <br />design work continued on the remaining project, which is scheduled for completion in <br />2007-08. <br /> <br />· Also in the West San Leandro/MacArthur Project Area, the MacArthur Boulevard <br />Streetscape Project was completed. The project included traffic reconfiguration, <br />streetscapc enhancements and pedestrian and lighting amenities. Businesses have <br />responded positively with fayade and building improvements and new development has <br />occurred on once blighted sites. <br /> <br />HOUSING ACTIVITIES <br /> <br />The housing objectives of the San Leandro Redevelopment Agency 2004-09 Implementation <br />Plan, City of San Leandro Housing Element, City Housing Strategy for 2003-06, and the City's <br />U.S. Department of Housing and Urban Development (HUD) 2005-2009 Consolidated Plan, <br />address the underserved housing needs of households and families in San Leandro. One of the <br />primary goals in these City housing plans is to provide programs that foster and maintain <br />affordable housing. The Agency is a crucial funding source and has effectively leveraged set- <br />aside funds with other sources in cooperation with non-profit developers and the City in <br />achieving these goals. Pursuant to Health and Safety Code Section 33080.1(c), notable Agency- <br />assisted housing activities for FY 2005-06 include: <br /> <br />· The Agency acquired the Islander Motel with set-aside funds in September 2005. This <br />property has been a neighborhood blight for decades, and will be developed into a 68-unit <br />affordable apartment. The Agency determined there were 18 very low and low income <br />households residing in the Islander Motel prior to the acquisition who were eligible for <br />relocation benefits. The Agency worked closely with each household to ensure they were <br />properly relocated under State Redevelopment law.
