The proposal would include <br />approximately 4,780 square feet of pedestrian retail frontage, 4,128 square feet of office <br />use above the retail, and nine single-family residences to the rear of the retail/office <br />uses (includes one affordable housing unit); CC-PD Commercial Community, Planned <br />Developlnent Overlay District, and RM-3000 PD; Assessor's Parcel Number 76-350-9; <br />Hennigan Construction, Inc. (applicant and property owner) (approves Tentative Map <br />7452 to subdivide the property into 13 lots, in order to develop a new mixed-use <br />developlnent with a two-story retail/office building and nine single-Camily, Cor sale <br />homes, and a small play area, subject to the recommended conditions of approval). <br /> <br />Councilmember Santos asked if there was a need to hold a public hearing on this matter. <br />Attomey Wamer stated that, pursuant to the Municipal Code, the approval of a tentative <br />map by public hearing is required if the Planning Commission has conducted a public <br />hearing on the matter. <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jenmmis introduced the item. He stated that, while the project is within a redevelopment <br />project area, no redevelopment funds are being used for the private portion ofthis project. <br />Planning Manager Debbie Pollarl gave a brief presentation which provided background <br />on the project and outlined the recommended action. <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, inquiring about the <br />affordable housing unit proposed for construction. <br /> <br />There being no other comments fTOm the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Mayor Young read into the record the written comments submitted by Councilmember <br />Bill Stephens, who was unable to attend the Ineeting. In his letter to the Council, <br />Councilmelnber Stephens expressed support for the project and for the resolution <br />approving the findings for the tentative map. <br /> <br />Councilmember Nardine asked if the developer is paying the school impact fee. Mr. <br />JCJ1l1anis confirmed that the developer is paying all development fees. <br /> <br />Councilmember Grant asked if the Council will have the oPP0l1unity to comment on the <br />types o[retail establishments that will locate on the property. Ms. Pollarl indicated that if <br />a retail business is on the list of approved uscs for the Planned Development, it can do <br />business there. However, the Planned Development approved by Council last year greatly <br />limited the types of retail uses allowed. <br /> <br />Vice Mayor Glaze asked about the developer's decision to split the tract map and asked <br />about the reason for the affordable unit.
