<br />MINUTES Page II <br />City of Sal_l Leandro ~'~(y Counci~.and San Leandro Redevelopmellt Ageney loint Meeting-Mar~~l 15, 200~_ <br /> <br />Mayor Young noted that her memorandum to the Council regarding the CornmiUee <br />appointments will be attached to and made p311 ofthe minutes ofthis meeting. <br /> <br />Vice Mayor Glaze referenced a discussion he had with Mayor Young regarding her <br />request to replace lum on the Rules and Communications Committee. He made a <br />request to the Council that he be retained on the Rules Committee. Vice Mayor Glaze <br />noted that although he did not request it, he was placed on the Airport Committee to <br />replace Mayor Young. He suggested Mayor Young be retained on the Airport <br />Committee because of her expertise in the subject matter. <br /> <br />Mayor Young read into the record her comments regarding her discussion with Vice <br />Mayor Glaze about her desire to serve on the Rules and Communications Committee, <br />noting she has not served on the Rules Committee in her six years as Mayor: <br /> <br />"Vice Mayor Glaze and I discussed when we had our meeting regarding committees that <br />it was my intention this year to finally serve on the Rules and Communications <br />committee, After our discussion, he said he thought the historical [acts were that the <br />mayor never served on rules/policy committees. Since he was not quite certain, I spent <br />sOlne time researching old records (back to around 1978) and discovered the first time <br />an actual "policy" committee appeared was around late 1980's or early 1990 and was <br />chaircd by Mayor Karp, followed by Mayor Faria in December 1993. In 1995 there <br />was a vacancy which was never illled, and then in 1996 Mayor Corbett allowed three <br />councilmemhers to reconstitute the committee to create our existing Council Member <br />Handbook. Since 1996 Council Member Bob Glaze has been a continuous member. T <br />am recommending that I be allowed an opportunity to serve on the committee beginning <br />this year." <br /> <br />Mayor Young stated that if it is the Council's intention to remove her from the Oakland <br />AiqJOrt-Collllllunity Noise Management FOnll11, she feels there is no need for her to <br />serve all thc intemal Airpoli Comlnittee, <br /> <br />Councillllember Santos suggested a compromise and offered to remove himself from <br />Rules and Communications Committee in order to allow Vice Mayor Glaze to continue <br />to serve on the committee along with the Mayor. Mayor Young expressed appreciation <br />for Coullcilmcmber Santos' gesture, pointing out that the Rules Committee was his first <br />choice and that Vice Mayor Glaze has served on the Rules Committee for the past six <br />years. <br /> <br />Councilmember Santos suggested that if Mayor Young chooses not to serve on the <br />Airpoli Committee, perhaps another councilmember would be willing to serve in her <br />place. Councilmember Nardine volunteered to serve on the Airport Committee. <br /> <br />Vice Mayor Glaze recalled that he and Mayor Young both served as councilmembers on <br />the original Policy Committee which later became the Rules and Communications <br />Committee, Mayor Young clarilkd that she served on the Policy Committee lor onc <br />year, but not as mayor. Vice Mayor Glaze asked that he be allowed to remain on the <br />Rules Committee untjl the matter of the Mayor's Community Fund is resolved. <br />
