Ms. Barros described the landscaping plan. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, commenting on the <br />tax increment, Measure G and the separation of Redevelopment Agency proceedings from <br />those orthe City Council. <br /> <br />Robert Fox, 769 Donovan Drive, addressed the City Council, expressing his opposition <br />to the project. <br /> <br />Audrey Lindahl, 769 Donovan Drive, addressed the City Council, opposing the project <br />and the large size ofthe homes being proposed. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was dosed. <br /> <br />C'otlncilmember Santos stated that he has had conversations with both the applicant and <br />project opponents, but he has not take a position on the matter. He stated he feels the <br />property is inappropliate for a park due to its small size, and the heavy traffic on <br />Douglas and Virginia would make it unsafe. He has asked the City Manager to have <br />stall look into the possibility of traffic calming for the area. He noted that he <br />discovered the house to the west of the property has been vacant for several years and <br />will likely continue to be vacant for some time. Councilmember Santos mentioned the <br />traffic prob\cms on Davis Street and the possibility of funding to rebuild the 1- <br />S80/Davis Street overpass. <br /> <br />Mayor Young offcred the applicant's representative the opportunity to make comments. <br />Eugene Sim, the applicant's architect, introduced himself, thanked the Council for the <br />opportunity to work with the City, and made himself available for questions. <br /> <br />Vice Mayor Glaze agreed with Councilmcmber Santos that the propel1y would not be a <br />good location far a park. He complimented the Planning Commission and the <br />developer for presenting a residential development with as much as a 5,000 square foot <br />lot size. He commented that he believes the size befits a standard neighborhood. Vice <br />Mayor Glaze noted that while he has not been very supportive of Bartarse projects in <br />the past, he feels this is a good project and hopes the Council will move forward with it. <br /> <br />Councilmember Nardine commended the Planning Commission on its thorough job of <br />revicwing the project. She asked if in addition to the in-lieu payment for affordable <br />housing, there will also be an in-lieu fee for the park. Mr. Jennanis acknowledged there <br />would be a payment of the in-lieu park fee. <br /> <br />Mayor Young suggested that the neighbors might want to check with the property <br />owners about the use of the vacant property to the west of the proposed development <br />during vacancy as a community garden or 11)[ some other community use.
