<br />l\lINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-l\1ay 3, 2004 <br /> <br />Page 10 <br /> <br />Councilmenlber Grant asked for clarification regarding the action requested on this <br />itenl. Mr. Jermanis noted that the various policies contained in the Housing Strategy <br />have been reviewed by the Business Development Committee, and staff is now <br />requesting Council's approval of the Housing Strategy and direction to begin <br />implementation. <br /> <br />COll1l11unity Development Director Hanson Hom gave a brief background on the need <br />for a Housing Strategy. He pointed out several reasons for the Strategy: to comply with <br />State mandates for meeting affordable housing goals contained in the Housing Element, <br />to effectively target the use of Housing Set Aside funds and to address housing issues <br />contained in other policy documents such as the East 14th South Area Development <br />Strategy. Mr. Horn noted that the Business Development Committee recommended that <br />the Housing Strategy be brought forward to the full City Council for approval in <br />concept. Once approved, staff will work to further develop the Strategy and return to <br />the City Council with draft ordinances in support of the Strategy. <br /> <br />Councilmember Grant commented that the East 14th South Area Development Strategy <br />will create opportunities for new housing. She expressed concern that a <br />disproportionate number of new affordable housing units could be developed in the <br />South Area because the opportunity for new housing development is there and <br />cOlnmented that she would like to see a diverse mix of housing in the South Area. She <br />asked who monitors affordable housing covenants. Ms. Brown indicated that staff <br />monitors the projects, and there is also a deed of trust, regulatory agreement and resale <br />agreement placed on the property. <br /> <br />Councilmenlber Badger commented that on a recent trip to Sacrmnento, he learned <br />about anticipated legislation which will relax the requirements on secondary units and <br />relnove many restrictions that cities currently impose on developers in an attempt to <br />help cities meet their affordable housing requirements. <br /> <br />· Minute Order No. 2004-018, Motion to Approve in Concept the Draft Housing <br />Strategy with All the Proposed Policies and Authorize the City Staff to Develop <br />Proposed Inc1usionary Zoning and Density Bonus Ordinances. <br /> <br />The City Council approved in concept the Draft Housing Strategy \vith all the <br />proposed policies and authorized the City staff to develop proposed <br />Inclusionary Zoning And Density Bonus Ordinances. <br /> <br />M/S/C Santos and Nardine. Ayes: 7; Noes: 0 <br /> <br />C. Matter of Formation of Eden Road Advisory Committee (creates an advisory committee <br />comprised of seven members to study issues related to the proposed development of <br />Eden Road). (3019) <br /> <br />Mayor Young addressed the Inethod for appointing the committee members, suggesting <br />that either an ad hoc committee be formed to make recommendations to the full Council <br />or that each member of the Council be allowed to choose one member. <br />
