Determine the amount of assessnlent generated by the BID if businesses with five or <br />fewer employees were exempted <br />2. Issue scrip or passes to businesses within the BID that pay the assessnlent <br />3. Look into a farebox recovery (ex: $1.00 per ride) and possibly into having AC <br />Transit take over operation of the Shuttle in its current configuration <br />4. Offer the Shuttle service to the public through the use of CDBG funds <br />5. Sell a permanent "travel card" to businesses that want to provide the benefit to their <br />employees <br />6. Promote the Shuttle for shopping to Marina Square~ WalMart~ etc., possibly through <br />the use of the advertising space on the buses as was suggested by the Shuttle driver <br /> <br />Councilmember Grant expressed appreciation for the Mayor's thoughts on alternative <br />sources of funding. She asked if the BID could be eliminated if an alternative plan for <br />funding is identified between now and January 2005. Ms. Williams informed the <br />Council that there is a process for dissolution in the statute, and the Council could take <br />action to dissolve the BID through a public process. <br /> <br />Councilmenlber Grant asked for clarification of the Mayor's suggestion to take time to <br />explore the alternatives, expressing concern that the BID process would be void if not <br />acted upon by the Council. Mayor Young clarified that the issues could be researched <br />and addressed within a month. This would allow the Council time to vote on the BID <br />before the end of the fiscal year. <br /> <br />Councilmelllber Badger asked how the protest vote is affected if the Council takes no <br />action tonight. Mayor Young responded that the voting process has been completed, <br />and the City has fulfilled its responsibility under the BID law. <br /> <br />Councilmember Nardine expressed appreciation for Mayor Young's "out-of-the-box" <br />thinking. She requested adding to the Mayor's list the "lnarriage" of the Flex and <br />LINKS Shuttle services. <br /> <br />Councilnlenlber Santos reminded the Council that he had voted against the Flex Shuttle <br />as he felt the service was not broad enough, and he had nlade suggestions for expanding <br />the service. He cOlnmented on the various alternative ideas and spoke in support of <br />cOlllbining some of the existing shuttle services. Councihnelnber Santos impressed <br />upon the Council the need to find ways to mitigate traffic and air quality impacts along <br />the Davis Street and Doolittle Drive corridors for the residents of West San Leandro. <br /> <br />Councilnlember Santos made a MOTION to pass to print the ordinance establishing the <br />West San Leandro Shuttle Business Improvement District while allowing for other <br />funding alternatives to be considered in the future. There was a SECOND by <br />Councilmelnber Badger. <br /> <br />Vice Mayor Glaze stated that it would be difficult to vote on the matter at this time, as <br />there were items brought up in the discussion that should be considered. He reminded <br />the Council of ballot measures which will be considered for the November election and <br />
