PUBLIC HEARINGS <br /> <br />Public Hearing COlnments are limited to 5 minutes per person, subject to adjustlnent by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be detennined and an official record of nanles <br />and addresses obtained. <br /> <br />A. Matter of Approval of Minor Zoning Code Text Atnendlnents Petiaining to the SA-1 <br />(South Area-I), SA-2 (South Area-2), and SA-3 (South Area-3) Zoning Districts for <br />the Southenl East 14th Street Corridor (approves the proposed Zoning Code text <br />amendments to ensure that the new South Area regulations are consistent with the <br />existing Zoning Code). <br /> <br />This being the time and place for the Public Hearing on the above nlatter, Mayor Young <br />and Councilmember Grant recused themselves from participating in the discussion or <br />the vote on the matter. Mayor Young passed the gavel to Vice Mayor Glaze, who <br />presided over the public hearing. <br /> <br />The Hearing was then opened to the public. <br /> <br />Lou Filipovich, 15376 Laverne Drive, addressed the City Council, cOlnmenting on <br />decision-lnaking in local govemlnent, the need to include taxpayers in the process and <br />the need for decision-makers and the public to have the facts on the issues. <br /> <br />There being no further comments fronl the public, and without objection, the Public <br />Hearing was closed. <br /> <br />· Ordinance No. 2004-009, an Ordinance Adopting Amendments to the Zoning <br />Code Article 6 Relating to the East 14th Street South Area Development <br />Strategy. Matter of Consideration of an Ordinance Creating the West San Leandro Shuttle <br />Business Improvenlent District (allows the City Council, at its discretion, to establish <br />the West San Leandro Shuttle Business Improvenlent District provided less than 50o~ <br />protest vote is received from affected business owners). <br /> <br />Mayor Young announced that, due to the number of individuals wishing to speak on this <br />item, the tilne allotted to each speaker would be limited to three minutes. She asked <br />that speakers be succinct and clear in their support or opposition and indicate whether <br />they are a Shuttle rider or business owner. Additionally, she asked that Shuttle riders <br />indicate for which cOlnpany they work or their purpose for using the Shuttle. Mayor <br />
