<br />l\UNUTES Page 8 <br />City of San Leandro City Council, San Leandro Redevelopment Agency, and San Leandro Public Financing Authority <br />Joint Meeting-May 17,2004 <br /> <br />Councilmember Santos commented that the West San Leandro Advisory Committee <br />report, a planning document for the area adopted by the City Council in 2000, has not <br />been taken into consideration in this process. He pointed out that the report identified <br />the lack of public transportation and shuttle services as well as the trelnendous traffic <br />problems in West San Leandro. <br /> <br />Councihnelnber Grant asked if there is a sunset on the BID. Mr. Jennanis replied that <br />the BID lnust be renewed annually by the City Council. Ms. Willimns stated that the <br />advisory cOlnmittee appointed as part of the BID process is responsible for providing an <br />annual report to the City Council. When the annual repoli is presented to the Council, <br />the asseSSlnent is evaluated, and the Council could take action to lower the assessment <br />or to continue or dissolve the BID. <br /> <br />Councihnember Grant asked if the assessment could be lowered if the program were <br />successful in obtaining additional grant funding. Mr. Jermanis replied that if additional <br />grant funds were received, the Council could consider lowering the assessment amount. <br /> <br />Counciln1en1ber Nardine asked for clarification regarding the circle on the LINKS <br />service map. Mr. Jermanis clarified that the circle represents a one-half mile radius <br />from the BART Station. This is considered to be walking distance from BART, and the <br />businesses within this one-half mile radius are not included in BID. <br /> <br />Counciln1ember Nardine expressed confusion that there are businesses within the circle, <br />such as Nelson's Body Shop, Begier Buick and Jack in the Box, which are considered <br />exempt, and there are businesses just across the street, such as Martinelli's and Taco <br />Bell, which are included in the BID. Mr. Jelmanis clarified that Marina Boulevard is <br />the dividing line, and one side of Marina is within the BID while the other side is not. <br />Mr. Sims stated that a GIS database was used to determine the businesses within the <br />BID boundaries, and the process is very accurate. He displayed the map of the BID <br />Shuttle area and noted that the GIS technology was used to identify those businesses <br />within one-quarter mile of the LINKS Shuttle route which were then included in the <br />BID. Businesses within one-half mile of the BART Station platform were considered to <br />be within \\lalking distance of BART and were excluded from the BID. <br /> <br />Vice Mayor Glaze asked if the entire BART property was being considered in the one- <br />half n1ile radius. Mr. Sims responded that only the boundaries of the BART station <br />platfoffi1 vvere used in determining the one-half mile radius. <br /> <br />Councilmen1ber N ardine asked how businesses with more than one address were <br />handled. Mr. Sims stated that the BID list was based on business licenses and a <br />business \vas listed once for each business license it has on file with the City. <br /> <br />Vice Mayor Glaze commented that this is a difficult decision because the Council has <br />strongly supported the Shuttle, and it has been a very successful program for businesses, <br />elnployees and others. He noted that the program is worthwhile and something that a <br />city and community should support. <br />
