Matter of General Municipal Election~November 2, 2004 (adopts the necessary <br />resolutions and ordinances necessary for the conduct of the City of San Leandro General <br />Municipal Election). <br /> <br />Councilmember Stephens expressed concern that the timeframe for the run-off election <br />of 90 days or nlore is too open-ended. He suggested that the language be amended to <br />specify the run-off election be held not less than 90 days nor nlore than 130 days after <br />the General Election. <br /> <br />Councilnlember Grant noted that the staff report specifies the date of the run-off <br />election as February 8, 2005. Ms. Williams noted that the language in the ordinance <br />was intended to allow leeway in case the date of the run-off election did not fall exactly <br />90 days after the General Election. She suggested that Councilmember Stephens' <br />anlendment is appropriate and would not affect the substance of the action. City Clerk <br />Marian Handa confirmed that February 8, 2005 is the first Tuesday after the first <br />Monday in February, which is the usual day of the month on which elections are held. <br /> <br />Councilnlember Grant asked when an elected Councilmember would be seated if they <br />won by a nlajority vote in the General Election. Ms. Williams replied that if a run-off <br />election was required for another Council seat, all newly-elected Councilmembers <br />would be seated 35 days after the run-off election. <br /> <br />Mayor Young pointed out a change to the Resolution Establishing Regulations Pursuant <br />to the California Elections Code for the 2004 General Municipal Election, noting that <br />after the publication of the agenda, the charge for the Candidate Statement was <br />increased from $530.00 to $870.00. <br />
