l\lINUTES
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-July 6, 2004

Page 13

B. Reports on City Council Conunittees

1. Business Development Committee Meeting of June 23, 2004. Accepted as
submitted.

2. Finance Committee Meeting of June 17, 2004. Accepted as submitted.

Recommendation for City Council Consideration:

a. City Council approval of the changes to the City's investment policy.

Mayor Young noted that the changes are being proposed in order to further
restrict the City's Investn1ent Policy to reduce investment risk.

Lou Filipovich, 15376 Laverne Drive, addressed the City Council, stating
that there are documents included in the City's Investment Policy in which
the public would be interested.

It was the consensus of the City Council to schedule the
recommendation as presented on a future agenda.

12. CITY COUNCIL COMMENTS

Vice Mayor Badger complimented staff for the fine job on the improvements at Farrelly Pool.

Councilmember Santos stated he concurred with Mr. Saunders regarding the extent of the
fireworks problem in the Eastshore area. He stated that Mr. Saunders called hin1 at about
8:30 p.m. on July 4, and when he arrived in the Eastshore area it was a veritable war zone.
Councilmember Santos complimented the Police Department for its high visibility on the 4th
of July. He suggested that the City urge the remaining cities in Alameda County to adopt a
fireworks ordinance.

Councilmember Santos passed on a compliment to Mayor Young that he'd heard from
residents regarding her appearance before Alameda Power and Telecon1 and the powerful
statements she made for the record against any gasification plant to be located in San Leandro.

Mayor Young commented that San Leandro is the only city in Alameda County that does not
televise its City Council meetings. In an effort to show the community what a broadcast
meeting could be, ComCast agreed to provide a camera and an operator to videotape tonight's
Council Meeting. She thanked Bill Dodge and ComCast for videotaping tonight's meeting
which the City will rebroadcast on Channel 15. Mayor Young noted that in a couple of years,
the City will begin negotiations with ComCast and the possibility of televising meetings may
be worked out at that time.
