<br />MINUTES Page 10 <br />City of San Leandro City Council, San Leandro Redevelopment Agency, San Leandro Economic Development Agency, <br />and San Leandro Hillside Geologic Hazard Abatement District Joint Meeting -July 19, 2004 <br /> <br />Mayor Young asked if the assistance to first time homebuyers is included in this <br />program. Ms. Brown stated that it is not. She indicated that this is only one of many <br />programs for increasing affordability and home ownership. <br /> <br />Mayor Young asked if anything in the decisions at this meeting precludes the Council <br />from continuing to work on strengthening the City's policies around affordable housing. <br />Ms. Brown replied that there is nothing which prevents the Council from doing so. <br /> <br />Mayor Young suggested that the City Council can continue to work on strengthening <br />the City's affordable housing policies and programs through its committees. She asked <br />which Council committee would be the appropriate forum for this topic. <br />Councilmember Grant noted that a large percentage of the Business Development <br />Committee agenda is devoted to housing matters. She thanked staff for keeping the <br />Council well-informed on housing issues. <br /> <br />Mayor Young thanked Councilmembers Grant and Santos and Vice Mayor Badger for <br />their attendance and participation at the COR meeting. <br /> <br />Counciln1ember Grant requested that staff provide the clarification on the percentage <br />range in the inclusionary zoning requirements for other cities when the item comes back <br />to Council. <br /> <br />. Resolution No. 2004-115, Resolution Deleting Title V, Chapter 2 in Its Entirety <br />fron1 the San Leandro Administrative Code Relating to Inclusionary Housing. Ordinance No. 2004-016, an Ordinance Amending Article 5, 2-510, Relating to <br />RM District-Use Regulations, and Deleting 2-566, Relating to Affordable Housing <br />Incentive Program, from the San Leandro Zoning Code and Adding a New Part VI, <br />Article 30 to Incorporate a New Inclusionary Zoning Ordinance to Help Meet the <br />City of San Leandro's Need for Affordable Housing. (102411099) <br /> <br />Passed to Print with the following revisions: <br /> <br />Revise 6-3004 Definitions, (w) Residential Development to read: <br />"Residential Development means the construction of a residential project <br />consisting of two new dwelling units or more as defined in the Zoning <br />Code." <br /> <br />Revise 6-3008 Exemptions. (a) to read: "The reconstruction of any <br />structures that have been destroyed by fire, flood, earthquake or other act <br />of nature." <br /> <br />M/S/C Glaze and Stephens.
