<br />REGULAR MEETING <br /> <br />7:00 PM-City Council Chambers <br /> <br />1. CALL TO ORDER <br /> <br />Due to the large audience in attendance for Iten1 1 O.A., Mayor Young announced that the item <br />will be taken out of order. She asked that audience members either find a seat in the Council <br />Chamber or in the rear foyer or Sister Cities Gallery. She cautioned that, for safety reasons, <br />the doorways and aisles must not be blocked. <br /> <br />A. Pledge of Allegiance to the Flag <br /> <br />Mary Foster, September 2004 En1ployee of the Month, led the Pledge of Allegiance to <br />the Flag. <br /> <br />B. Roll Call <br /> <br />PRESENT: Members Badger, Glaze, Grant, Nardine, Santos, Stephens; Mayor Young <br /> <br />ABSENT: None <br /> <br />2. PRESENTATIONS/RECOGNITIONS <br /> <br />A. Recognition of the Employee of the Month for the Month of September 2004, <br />Mary Foster, Administrative Assistant III, Engineering and Transportation Department. <br /> <br />Mary Foster was present to receive her award. <br /> <br />Item 10.A. was taken out of order in consideration of the large number of interested persons <br />in attendance at the meeting to hear this item. <br /> <br />Mayor Young described the purpose of this item. She proposed that if a public hearing on this <br />matter is necessary, it can be held at the Marina Community Center to accommodate the larger <br />audience, and language interpreters can also be provided. Mayor Young suggested that by <br />delaYing public conunents on this matter until the formal public hearing, more effective public <br />participation can be achieved. Mayor Young polled the audience, and there \vas general agreement <br />to delay public input on the matter until the formal public hearing is held. <br /> <br />City Attorney JaYne Williams clarified that an extension of the moratorium or adoption of zoning <br />an1endments would require a public hearing within 45 days. <br /> <br />COlnmunity Developn1ent Director Hanson Horn noted that the public hearing would be held on <br />October 18 at 7 :00 p.m. <br /> <br />10.A. An Interiln Urgency Ordinance Prohibiting Consideration and Approval of Use Permits, <br />Variances, Building Penuits, Start of New Construction, or Other Entitlements for Any <br />New Crelnatorium within the City for a Forty-Five Day Period.
