l\lINUTES Page 11
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting~September 20, 2004

Councilmember Santos stated that he has met with residents of the Timothy Drive
area to discuss these very complex airport issues. He noted that the assumption
made by Mr. Manuel and Mr. Gallo that the addition of another ILS will increase
capacity is contradicted in a July 15, 2004 letter from Steve Grossman of the Port
of Oakland to Mayor Young.

Councilmember Santos pointed out that the Port is not required by law to provide
any mitigation measures to the City of San Leandro, but it is committed to
fulfilling the settlement agreement. He indicated that the City and the Port are
meeting to look into ways of further nlitigating airport noise impacts to the
community. Councilmember Santos commented on the tendency by many San
Leandrans to assume that only they are impacted by airport noise, and he noted the
problems experienced by neighboring cities. He suggested that interested persons
review the information to try to identify ways the City and Port can work together
for the betterment of the conlmunity.

2. City and San Leandro Unified School District Liaison Committee Meeting of
September 8, 2004. Accepted as submitted.

3. City and San Lorenzo Unified School District Liaison Conlmittee Meeting of July
22, 2004. Accepted as submitted.

12. CITY COUNCIL COMMENTS

Mayor Young con1ffiented on the invitation to the City Council and both School Boards by
the Chamber of Commerce to an Ice Cream Sundae Social on October 14. Since a large
number of elected officials, and a quorum of the Council, may attend the event, she requested
that a fOffilal meeting notice be issued.

Mayor Young commented on an earlier suggestion to change the seating arrangement at the
Council dais and stated that the change will take effect at the Council Meeting on November
1 st. Councilmember Nardine asked what prompted the change. Mayor Young recalled the
subject had conle up in past Council retreats, and it provides an opportunity for
Councihnelnbers to get a different perspective. Councilmember Nardine stated that she did
not recall the discussion.

Vice Mayor Badger thanked staff, and particularly Community Relations Representative
Kathy Onlelas, for enforcelnent Ineasures taken on a restaurant on East 14th Street.

Counci lmember N ardine commented on the League of California Cities Conference in Long
Beach. She reported that a city with a theme of "Litter No More" held a poster contest
entitled, "I Love My Neighborhood." She and Councilmember Glaze thought a poster contest
could be held as part of San Leandro's Clean and Green campaign. It was the consensus of
the Council to refer the idea to the Facilities Committee for consideration.
