ITEMS REMOVED FROM CONSENT CALENDAR <br /> <br />Public comments are limited to 3 minutes per person per item. <br /> <br />8.G. Matter of the West San Leandro Shuttle Business Improvement District Implementation <br />Actions (implements the West San Leandro Shuttle Business Improvement District as <br />required by Ordinance No. 2004-013 and renews operations agreement with the San <br />Leandro Transportation Managenlent Organization). <br /> <br />Councilmember Stephens asked if the status of the proposed grants will be listed on the <br />quarterly report. Mr. J emlanis reviewed the various components of the LINKS Shuttle <br />Budget, of which grants cOlnprise approximately one-third of the total budget. <br /> <br />Business Developnlent Manager Luke Sims reported that the award of the <br />Transportation Fund for Clean Air (TFCA) grant from the Bay Area Air Quality <br />Management District should be announced sometime in December 2004. Additionally, <br />an application for a new LIFT Grant has just been submitted to the Metropolitan <br />Transportation Commission, and award of the grant should be announced by the end of <br />year. The LIFT grant is for $400,000 over three years. <br /> <br />Councilnlenlber Nardine asked if there was any budget canyover from last year. Mr. <br />Sims responded that $25,000 from the previous LIFT grant was carried over from last <br />year. <br /> <br />Mayor Young asked how long the program could sustain itself without additional <br />funding. Mr. Sims estimated that if no additional funds were added to the program, the <br />$25,000 remaining from the LIFT grant and the funds from the previous TFCA grant <br />could sustain the program through the end of year. <br /> <br />Mayor Young asked if the BID could be reduced if the program was awarded a <br />significant portion of both the LIFT and TFCA grants. Mr. Sims confirmed that it <br />could; however, award of the LIFT grant would result in higher program expenses due <br />to the requirement to provide additional service under the terms of the grant. <br /> <br />Mayor Young asked if the Council can receive an update on the status of the grants by <br />the end of the year so that an informed decision can be made.
