MINUTES Page 6
City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-October 4, 2004

9. ITEMS REMOVED FROM CONSENT CALENDAR

Public comments are limited to 3 minutes per person per item.

8.G. Matter of the West San Leandro Shuttle Business Improvement District Implementation
Actions (implements the West San Leandro Shuttle Business Improvement District as
required by Ordinance No. 2004-013 and renews operations agreement with the San
Leandro Transportation Managenlent Organization).

Councilmember Stephens asked if the status of the proposed grants will be listed on the
quarterly report. Mr. J emlanis reviewed the various components of the LINKS Shuttle
Budget, of which grants cOlnprise approximately one-third of the total budget.

Business Developnlent Manager Luke Sims reported that the award of the
Transportation Fund for Clean Air (TFCA) grant from the Bay Area Air Quality
Management District should be announced sometime in December 2004. Additionally,
an application for a new LIFT Grant has just been submitted to the Metropolitan
Transportation Commission, and award of the grant should be announced by the end of
year. The LIFT grant is for $400,000 over three years.

Councilnlenlber Nardine asked if there was any budget canyover from last year. Mr.
Sims responded that $25,000 from the previous LIFT grant was carried over from last
year.

Mayor Young asked how long the program could sustain itself without additional
funding. Mr. Sims estimated that if no additional funds were added to the program, the
$25,000 remaining from the LIFT grant and the funds from the previous TFCA grant
could sustain the program through the end of year.

Mayor Young asked if the BID could be reduced if the program was awarded a
significant portion of both the LIFT and TFCA grants. Mr. Sims confirmed that it
could; however, award of the LIFT grant would result in higher program expenses due
to the requirement to provide additional service under the terms of the grant.

Mayor Young asked if the Council can receive an update on the status of the grants by
the end of the year so that an informed decision can be made. Mr. Sims confirmed that
a report will be provided to the Council.

· Resolution No. 2004-152, Resolution of the City Council of the City of San
Leandro Approving Agreement with the San Leandro Transportation Management
Organization for the Managenlent and Administration of the West San Leandro
Shuttle and Business Ilnprovement District [provides for management and
administration of the West San Leandro Shuttle (known as the LINKS) and
Business Improvement District as required by Ordinance No. 2004-013] .(2993/3031)

l\1/S/C Santos and Glaze.
