Repolis on Intergovemnlental Agencies Councilnle111ber Nardine reported that the project for recycling water at the Marina Golf Course, which was presented by Public Works Director Bob Rockett to the East Bay Dischargers Authority, \vas approved for funding. Councilnlenlber Glaze inquired about the status of Mr. Rockett. Mr. J ermanis reported that Mr. Rockett \vill retire at the end of the year, and Assistant Public Works Director Mike Bakaldin will be Interim Public Works Director until Mr. Rockett's successor is hired. B. RepOlis on City Council Conlmittees 1. Finance Comnlittee Meeting of November 18, 2004. Accepted as submitted. 2. Rules and COlllnlunications COlllmittee Meeting of Novelllber 17, 2004. Accepted as submitted. Recommendation for City Council Consideration: a. Schedule consideration of the V oiceMail System Upgrade at the December 20, 2004 City Council meeting. By consensus, the City Council scheduled this item for December 20, 2004. b. Schedule consideration of a change in the date of the City's general nlunicipal election to consolidate the election with the Statewide prinlary election in even-nunlbered years, and to consolidate any ensuing run-off election with the Statewide general election in Novelnber. Councilnlenlber Santos suggested bringing the matter to a work session for further discussion. He expressed concern that there are issues that the Conl1nittee nlay not have considered, such as issues with the possible ensuing nln-off elections and the cost of conducting two elections. Councilnlelnber Santos stated that the Council could consider Instant Run- Off Voting as an option.
