<br />+ Addressing Special Needs Housing <br />. The City provided Redevelopment Agency funds to DSFRC to offer housing services to <br />Islander Motel residents who needed to be relocated. DSFRC provided services to seven <br />Islander residents who had special needs (i.e.. seniors, mental health issues. domestic <br />violence). Services included food, clothing, employment search and enhancement. <br />mental health referrals, medical care, resource referrals and continued housing search <br />assistance. DSFRC was also able to involve other agencies, such as the Senior Services <br />Foundation, to provide assistance to eligible clients. The Agency also provided financial <br />relocation benefits to all eligible Islander Motel households in accordance with State <br />Redevelopment Law. No I IUD funds are being allocated to the Islander Motel project. <br /> <br />. The acquisition of Mission Bell Apartments will help provide supportive services to <br />youth exiting foster care. Tri-City Ilomeless Coalition, a well-regarded non-profit <br />agency, will partner with Allied Housing to provide support services to these youth. <br />Youth can also access specialized services like employment services from DSFRC. <br /> <br />Actions to Address Obstacles to Meeting Underserved Needs, Foster and <br />Maintain Affordable Housing, and Eliminate Barriers to Affordable Housing <br /> <br />Activities: <br />+ Address Obstacles to Meeting Underserved Needs <br />. The priorities, discussed in Exhibit A, "Comparison of Goals and Objectives: 2005-2009 <br />Consolidated Plan", are designed to address the underserved needs in San Leandro. The <br />primary obstacle to meeting the City's underserved needs is securing available adequate <br />funding resources. One of the purposes ofthe City's 2003-2006 Housing Strategy is to <br />direct available financial resources for programs and projects that result in the City <br />meeting aCl'ordable housing goals identified in the Housing Element. <br /> <br />. The City adopted a citywide inclusionary zoning (IZ) ordinance in December 2004, <br />which requires that 15% orthe units in any newly constructed rental or ownership <br />housing development be designated for low- and moderate-income households. In <br />January 2006, the City amended the IZ ordinance to inelude condominium conversions. <br />A Iso, the City approved revisions to its Density Bonus Ordinance to rneel new State <br />requirements in May 2006. <br /> <br />+ Foster and Maintain Affordable Housing <br />. The City's Redevelopment Agency acquired the Islander Motel in September 2005 to <br />convert it into permanent arl'ordable rental housing.
