<br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />PROJECT SCOPE <br /> <br />UNDERSTANDING OF THE PROJECT <br /> <br />The City of San Leandro and Kaiser Foundation Hospitals (Kaiser) are undertaking review of <br />significant projects: a new Kaiser Medical Center and separate Retail Development at an 66-acre <br />site near 1-880 and Marina Boulevard. The Medical Center project will meet the important goals <br />of SB 1953 as a replacement for the existing Kaiser Medical Center in Hayward, as well as <br />provide expanded space for medical offices and related facilities. Kaiser will ultimately develop <br />up to 45 acres of the site, and the Retail Development will occupy about 20 to 25 acres. The <br />projects will replace the current uses at the site, the Albertson's supermarkets distribution and <br />maintenance center. With closure of the distribution center, the projects will be new from-the- <br />ground-up uses with good local and regional access. The surrounding uses are primarily <br />industrial and commercial, and the site is served by the Marina Boulevard and Davis Street <br />interchanges with 1-880. The projects appear to be compatible with this context. <br /> <br />As presented by Kaiser, the new Medical Center will be based on their latest "template" hospital, <br />to meet the changing needs of Kaiser members and evolving medical practices well into the <br />future, in state-of-art clinical buildings. For the City and Kaiser, implementation of the projects <br /> <br />supports a number of goals: <br /> <br />· Kaiser will replace its Hayward Medical Center to meet State seismic safety <br /> <br />requirements; <br /> <br />· Kaiser will entitle the site for long-term development over a 20-year build out; <br /> <br />· The City will gain from active reuse of the site, including retail development serving the <br />community and providing other economic benefits. <br /> <br />The City and Kaiser have been working cooperatively on a planning and environmental review <br />process that will identify site design and circulation issues early on, so all parties will understand <br />transportation and other infrastructure needs to support the development. As part of this process, <br />the City anticipates that the EIR consultant team will be on board by September 2006, before <br />Kaiser's complete application expected in the fall 2006. Early work will focus on site access and <br />circulation plans, and, possibly, initiating consultation with Caltrans on freeway impacts and <br />interchange conditions. In addition, during the next months, the Kaiser Medical Center and <br />Retail Development plans will be refined for purposes of CEQA analysis and other planning <br />reVIew. <br /> <br />The City's review will thus be of a range of uses to be developed over an extended period. This <br />will require that the Environmental Impact Report present very clear and understandable <br /> <br />Consulting Services Agreement between <br />City of San Leandro and EIP Associates <br /> <br />Page 15 of 44 <br />
