<br />operations on the project site and in it's vicinity. Specific data are required including helipad <br />location, type(s) of aircraft, flight path, angles of approach and departure, etc. Criteria for sleep <br />disturbance and activity interference will be used to assess significance. <br /> <br />Task 4.4 Air Quality. The air quality setting will describe regional and local meteorological <br />conditions, ambient measurements from the nearest air monitoring station, and the policy and <br />regulatory framework. The EIR will include a discussion of the environmental setting describing <br />the non-attainment status of the Bay Area Air Basin (namely for criteria pollutants ozone and <br />particulate matter) and review available ambient air monitoring data for ozone, particulate matter <br />and carbon monoxide. The presence of region-wide toxic air contaminants will also be <br />reviewed, and the average health risks due to exposure to ambient concentrations of air toxics, <br />including particulate matter from diesel exhaust, will be identified using BAAQMD Toxic <br />Inventory Reports. Plans and programs in place to manage regional air quality will be <br />introduced. Measures in regional air quality plans that focus on providing pedestrian and transit <br />accessibility will be identified. The topography, wind patterns, and climate around San Leandro <br />will also be documented. <br /> <br />The impact analysis will include five basic components: <br /> <br />· Review of effects caused during construction phases (primarily dust generation and <br />secondarily construction equipment exhaust)~ <br /> <br />· Analysis of new emissions caused during occupation and use of the project (vehicular <br />and stationary sources, such as the boilers and generators in the Central Utility Plant)~ <br /> <br />· Discussion of potential sources and effects of odors and toxic air contaminants~ <br /> <br />· Analysis of local ambient CO impacts (if heavily congested traffic would occur)~ and <br /> <br />· Review of potential wind effects. <br /> <br />In all cases, the method of analysis and selection of significance thresholds will rely on <br />methodologies that are documented in the BAAQMD CEQA Guidelines, revised in 1999. <br /> <br />Estimates of the new motor vehicle emissions associated with project trips will be prepared using <br />the Air Resources Board's URBEMIS 2002 model. This model will provide a quantitative <br />assessment of project emissions from all motor vehicle trips generated by the project. The <br />results will be compared to the BAAQMD's quantitative thresholds for a significant impact. <br /> <br />Odors are also an anticipated concern, as the project would include waste handling facilities and <br />food services. Based on similar existing sources of odors in the region and the proximity of <br />sensitive receptors, the likelihood for new odor complaints to be generated by the project will be <br />discussed but are not anticipated to be a significant concern, since the medical facilities are an <br />existing use. The analysis of potential impacts will be qualitative. <br /> <br />The health risks related to potential toxic air contaminant emissions from routine operation of the <br />Medical Center will be assessed in the EIR.
