<br />materials, hazardous chemicals, and biohazardous materials, will be obtained from the <br />appropriate representatives at the hospital. Use of hazardous materials and generation of <br />hazardous waste will be estimated based on the square footage of the medical facilities or the <br />number of patient visits. Efforts by the hospital to minimize the generation of hazardous waste <br />will be obtained and reported. Existing state and federal regulations governing medical facilities <br />are extensive and will be presented. The background text of the regulatory framework and <br />Kaiser's standard operating procedures will be presented in this section. <br /> <br />Robert Lawson, MS, Certified Industrial Hygienist, Certified Safety Professional, and Susan <br />Colman, Registered Environmental Assessor II, will assist EIP in this task, with peer review of <br />studies and plans provided by Kaiser or others. <br /> <br />Task 4.8 Biological Resources. As a developed site within an urbanized setting, the project site <br />would not be expected to contain known or suspected sensitive species or habitats. Nevertheless, <br />EIP will check with the Natural Diversity Database to identify sensitive species known to occur <br />in the project vicinity and evaluate the potential for each of these species to occur on site based <br />on the host habitat. EIP biologists will also visit the project site to confirm the presence or <br />absence of these host habitats. <br /> <br />Task 4.9 Housing/Population. The EIR must address the extent to which the project could <br />induce a substantial new population into the area. Employment figures provided by Kaiser will <br />be used to describe the anticipated change in daytime population in the area, and these figures <br />will be compared to the City's forecasts and to ABAG's growth projections to discuss how much <br />of the future growth mayor may not be attributable to the Kaiser project. <br /> <br />Because there would be a net increase in employees, there would be an indirect demand for new <br />housing in San Leandro. An estimate of the number of new households will be made, assuming <br />that the current percentage of Kaiser employees that live in San Leandro will continue into the <br />future and apply to new employees with the new Medical Center. The increase in housing <br />demand will be estimated, and like the job growth, will be compared to the ABAG Projections <br />2005, the City forecasts, and the City's Housing Element, to determine whether the projected <br />demand lies within the forecasts already made for new housing supply in San Leandro. <br /> <br />EIP will also present information on changes to the number of jobs relative to employed <br />residents as a result of the proposed project. <br /> <br />Task 4.10 Visual Quality. The project site area is developed with the Albertson's supermarkets <br />distribution and maintenance center and commercial structures. Surrounding development <br />includes strip retail and light industry. The visual characteristics of the project site and vicinity <br />will be described by EIP and supplemented extensively with photographs.
