Task 4.11 Cultural Resources. The project site encompasses the existing Albertson's
supermarkets distribution and maintenance center. Based on a windshield survey and
information from the Assessor's office, EIP will evaluate the structures on the site for their
potential cultural significance. EIP will also contact the Northwest Information Center and the
Native American Heritage Commission to identify potential prehistoric and archaeological
resources discovered in the project vicinity. Standard mitigation measures exist to address the
potential for discovering such resources during project-related construction and will be included
in the EIR.

Task 4.12 Public Services and Utilities. The project site is already occupied and imposes a
demand on the local providers of fire, police, EMS, water, wastewater, storm drains, solid waste
and streets and roadways. The net change in floor area and project site population will be
estimated in Task 4.9, HousingJPopulation, and used to derive increased demand for these
services and infrastructure. The significant numbers of medical and retail customers, employees
and suppliers the proposed project will bring to the City will also be estimated. The direct,
cumulative and qualitative changes in the project site population may create new demand for
other services including library, recreation, parks, senior and youth programs, schools, street
maintenance and repairs, redevelopment/revitalization and general city services. EIP will
contact the various City departments and service providers to ensure that the demand estimates
are reasonable and reflect per unit rate demand factors acceptable to the service providers. To
the extent that the increase demand may warrant an expansion or increased capacity in public
facilities and utilities, there may be a CEQA impact that will be reported in the EIR. Changes in
demand, by themselves, are not significant under CEQA.

Task 5. Project Alternatives and Required CEQA Considerations

Purpose: To complete drafts of the remaining sections of the EIR for City staff review.

City Involvement: Facilitate discussions and select appropriate alternatives for evaluation

Deliverable: Draft text sections for review and comment.

Discussion: This task involves preparation of other required sections examInIng particular
aspects of the project's effects and the identification and comparison of project alternatives.

Task 5.1 Other CEQA Considerations. This task involves documenting unavoidable adverse
impacts, growth-inducing effects, cumulative effects, and effects found not to be significant.

Each of these, except for the cumulative analysis, is relatively straightforward. Significant and
unavoidable impacts and effects found not to be significant will be summarized based on the
assessments performed during Task 4. Growth-inducing effects will be based on the ABAG
regional input-output model that uses regional multipliers to estimate indirect and induced
growth. The cumulative impacts will assess the effects of the proposed project in combination
with other projects in the project vicinity. We will meet with City staff to determine whether a

Consulting Services Agreement between
City of San Leandro and EIP Associates
