PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person, subject to revision by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record or names <br />and addresses obtained. <br /> <br />A. Matter of General Plan Amendment to consider approval ofthe Negative Declaration and <br />adoption or the Housing Element portion of the San Leandro General Plan (considers <br />recommendations from the Planning Commission and receives public comments on <br />approval of the Negative Declaration and adoption ofthe San Leandro Housing Element). <br /> <br />Lou Filipovich. 15376 LaVerne Drive. addressed the City Council, objecting to the <br />change rnade in the agenda to hear the item regarding appointments and reappointments <br />of the Youth Advisory Commissioners bcCore tbe public hearing. Mr Filipovich stated <br />tbat the students should have been present to hear the public hearing item. Mr. Filipovich <br />fUI1her stated there is no representation for the citizens and there should be lifetime ternl <br />limits and no district boundaries for the school districts. <br /> <br />This being the time and place l'or the Public Hearing on the above matter, City Manager <br />John .lennanis introduced Planner Matt Tomas, who gave a brief overview of the item and <br />introduced consultant Barry Miller. Mr. Miller gave a short PowerPoint presentation on <br />the Housing Element portion of the City's General Plan, describing its various <br />components as well as the process undertaken to ensure its adoption and certification by <br />the State. <br />
