PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person, subject to adjustment by the <br />Mayor. When you address the City Council, you should till out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of intention to establish Right-of:'Way Jines [or Westgate Parkway extension south <br />to Willimns Strect and Williams Street widening fTom Merced Street to Westgate <br />Parkway Extension (establishes Right-of-Way lines for Westgate Parkway extension). <br />(2955) <br /> <br />This being the time and place for the Public Hearing on the above (natter, City Manager <br />.101m Jennanis gave an overview of the item and introduced Senior Engineer Keith Cooke. <br />Mr. Cooke gave a PowerPoint presentation on the history and description of the Westgate <br />Extension project. <br /> <br />Engineering and Transportation Director Uche Udemezue noted this is an on-going <br />process with an extensive public outreach program. Mr. UdemezLle expressed confidence <br />in the City's ability to minimize impacts on the affected individuals and businesses, <br />describing specific mitigation measures such as soundwalls and medians. He stated his <br />department will continue to work with the neighborhood and other involved parties to <br />ensure their needs and issLles are considered in the project design. <br /> <br />City Attorney Liane Randolph stated that a letter Crom Katherine.l. J-Jart oCthe law office <br />of Reed Smith Crosby Heafey, written on behal C of Insured Transporters, Inc., was <br />received by the City Clerk aner business hours today. in her letter, Ms. Hart resubmitted <br />her previous letter of January 6, 2002 and reiterated Insured Transporters' support for the <br />project provided City staff works with them to resolve issues related to the project. <br /> <br />The llearing was then opened to the public. <br /> <br />LalTV Norry, 2532 Williams Street, addressed the City Council in opposition to the <br />project, recalling in the early 1980s he was a member of a committee which <br />recOIn mended to the City that no road should ever be built connecting Westgate to <br />Williams Street. <br /> <br />Bo .Johansen, 2515 Walnut Drive, addressed the City Council, expressing concerns <br />regarding the additional traffic on Marina Boulevard and Merced Street generated by the <br />Westgate Extension and Bayside Business Park. Mr. Johansen requested the Council <br />create a plan fix resolving the traffic problems on Davis Street now. <br /> <br />Harold Perez, Davis West Nei2hborhood Group, addressed the City Council, <br />expressing concerns Cor the safety of children attending Garfield and Woodrow Wilson <br />Schools due to increased tranlc on Williams Street and supported development of Eden <br />Road and the opening of Phillips Lane as alternatives for reducing traf11c on Davis Street. <br />
