<br />MINUTES Page 5 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting~March 17,2003 <br /> <br />B. Minute Order No. 2003-024, matter of appeal by Jerry L. Guss on behalf of C & G <br />Contractors, Inc., Applicant, and others of the Board of Zoning Adjustments' <br />revocation of Conditional Use Permit CU-93-14; appeal by applicant and others of the <br />decision of the Board of Zoning Adjustments to revoke CU-93-14 for the collection, <br />storage processing and distribution of concrete, asphalt and dirt at 2660 Eden Road; <br />Assessor's Parcel Number 42-4530-4; C & G Contractors, Inc., Applicant; A. Zeitz, <br />Property Owner (appeals the decision of the Board of Zoning Adjustments to revoke CU- <br />93-14 for the collection, storage processing and distribution of concrete, asphalt and dirt at <br />2660 Eden Road). Continued Public Hearing from October 7, 2002. (101911098) <br /> <br />This being the time and place for the Public Hearing on the above matter, the Hearing was <br />re-opened to the public. <br /> <br />Zack Wasserman, attorney for appellant Jerry L. Guss, addressed the City Council, <br />urging the Council to approve the first staff recommendation and grant the new <br />conditional use permit. Mr. Wasserman requested that Mr. Guss be allowed to spread the <br />paYment of the fence over three installments: April 15, May 15 and June 15,2003. <br /> <br />There being no further comments from the public, and without opposition, the Public <br />Hearing was closed. <br /> <br />The City Council approved the appeal bv Jerrv L. Guss on behalf of C & G <br />Contractors, Inc., (Applicant), and others, and overturned the decision of the Board <br />of Zoning Adjustments' Denial of CU-93-14 for the collection, storage processing <br />and distribution of concrete, asphalt and dirt at 2660 Eden Road; and adopted a <br />revised Conditions of Approval on CU-93-14; Assessor's Parcel Number 42-4530-4 <br />with the reimbursement to the City of $5,896 as a contribution to the cost of the <br />fence on the west side of the property to be paid in three installments on April 15, <br />May 15 and June 15,2003. <br /> <br />M/S/C Santos and Glaze. Minute Order No. 2003-025, matter of2003-2004 Proposed Consolidated Action Plan to <br />implement the Housing and Community Development Strategies of the 2000-2004 <br />Consolidated Plan (provides a public hearing to receive public comment and Council <br />direction to staff on the activities proposed for the 2003-2004 Consolidated Action <br />Plan). (2972) <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis introduced Community Development Block Grant Manager LYnn Brown, who <br />gave a short PowerPoint presentation on the proposed 2003-2004 Consolidated Action <br />Plan. Ms. Brown outlined the process for developing and adopting the Plan, including <br />conducting a public hearing tonight on the proposed plan, publishing a list of the projects <br />and posting it on the website for public comment and conducting another public hearing <br />on April 21, 2003 after the close of the 30-day public comment period to consider all the <br />comments received and approve the final plan. <br />
