<br />MINUTES <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-April 7, 2003 <br /> <br />Page 5 <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis introduced Finance Director Mike White, who described the fee adjustments <br />proposed for adoption. <br /> <br />Councilmembers asked clarifying questions of staff. The Mayor and several <br />Councilmembers objected to the $5.00 per field useage fee charged for reserving ballparks <br />and requested it be renloved fronl the fee schedule. <br /> <br />The Hearing was then opened to the public. <br /> <br />Breck Greene, 42512 Long Hollow, Coursegold, CA, addressed the City Council, <br />stating he has been a renter at the San Leandro Marina for over 10 years and has <br />experienced a 600/0 increase in dock fees in 24 months without significant improvements <br />to the facilities. Mr. Greene made suggestions regarding improved security and dry boat <br />storage. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />City Manager Jermanis responded to Mr. Greene's comments, stating staff members have <br />met with representatives from the Spinnaker Yacht Club to discuss the multiple-year <br />strategy for implementing fee increases. Mr. J ermanis noted the fee increases are <br />necessary to fund facility improvements, dredging costs and debt service. He remarked <br />San Leandro's marina fees are comparatively low. Mr. Jermanis stated the City is looking <br />into an ilnproved security system for the Marina. <br /> <br />Councilmember Santos mentioned a recent meeting held at the Monarch Bay Golf Course <br />regarding the proposed rate increases. Concerns were raised at the meeting which staff <br />have taken into consideration. Councilmember Santos remarked staff are working to <br />establish on-going communication with the berthers at the Marina. <br /> <br />In reference to fees for parking permits, Mayor Young suggested consideration of a <br />"floating visitor pass" for permit parking areas, such as those issued in Walnut Creek. <br />Residents can share them with their guests between 8 a.m.-5 p.m. City Attorney <br />Randolph noted that since the City would issue placards rather than bumper stickers, they <br />could be used by visitors as the Mayor suggests. <br /> <br />. Resolution No. 2003-094, resolution Amending Title 6, Chapter 4 of the San Leandro <br />Administrative Code Relating to Fees and Charges for Services Provided by City <br />Departments and Increasing the Amounts of Certain Said Fees <br /> <br />A motion was made by the City Council to amend the resolution by removing the <br />fee increase for ballfields to the Little League and to adopt the amended <br />resolution. <br /> <br />M/S/C Santos and Glaze.
