<br />MINUTES <br /> <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting and <br />San Leandro Public Financing Authority Special Meeting-April 21, 2003 <br /> <br />Page 5 <br /> <br />Councilmember Grant indicated she would like to have the developer and/or staff <br />develop options for the farmhouse and the vehicle/pedestrian access issues. <br /> <br />Councilmember Stephens clarified his views regarding the preservation of the house, <br />stating he advocates the preservation of the house but is not opposed to moving the <br />house to a new location, possibly to the historic downtown area. <br /> <br />Mr. Horn noted the developer does not own the house, and the current owners are <br />interested in salvaging elements of the house for their own use. Staff will meet with the <br />owners to discuss options for preserving the house. <br /> <br />Councilmember Santos stated he does not support egress to the project by way of Castle <br />Street due to the concerns of the residents. Councilmember Santos offered some <br />suggestions for preserving certain elements of the house. <br /> <br />Vice Mayor Glaze noted the Council is being asked to make concessions such as <br />allowing a higher density and two-story homes in order for the project to proceed and <br />there needs to be some give-and-take. <br /> <br />Mr. Horn asked to have the item come back to the Council on May 19 in order to allow <br />adequate time for staff to meet with the developer, for the developer to make changes to <br />the plans and to provide notice to the neighborhood residents. <br /> <br />Councilmember Nardine asked if an inventory of the interior of the house could be <br />conducted so that elements which are removed by the owners could be replaced when <br />the house is preserved. Mayor Young agreed with Councilmember N ardine, noting <br />since the home is privately owned, permission would need to be granted by the owners <br />in order to conduct such an inventory. Vice Mayor Glaze suggested if the house is in as <br />poor a condition as has been described, it may need to be condemned. <br /> <br />· Minute Order No. 2003-029, Motion to notice a new Public Hearing on May 19, <br />2003. <br /> <br />City Council directed staff to notice a new Public Hearing on May 19, 2003, <br />to incorporate the issues that were addressed by the Council relative to the <br />project and to the design, location, and condition of the farmhouse. <br /> <br />M/S/C Grant and Stephens. Ayes: 6; Noes: 0; Abstentions: 1 (Santos) <br /> <br />The City Council recessed from 8:50 p.m. to 9:00 p.m. <br />
