Matter of Adoption of 2003-2004 Consolidated Action Plan to Implement the <br />Housing and Community Development Strategies of the 2000-2005 Consolidated <br />Plan (approves the 2003-2004 Consolidated Action Plan to implement the Housing <br />and Community Development Strategies of the 2000-2005 Consolidated Plan and <br />authorizes the execution of all related documents by the City Manager and submission <br />of the plan to the U.S. Department of Housing and Urban Development). <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />Jermanis introduced Community Development Block Grant Manager Lynn Brown, who <br />gave information on the proposed 2003-2004 Consolidated Action Plan to implement <br />the Housing and Community Development Strategies of the 2000-2005 Consolidated <br />Plan. Ms. Brown reported on the changes to the Plan in response to the comments <br />received during the one-month public comment period. <br /> <br />The Hearing was then opened to the public. <br /> <br />Elizabeth Pazdral, Community Resources for Independent Living, addressed the <br />City Council, expressing appreciation to the City for working with CRIL to include <br />CRIL's roof replacement project in the 2003-2004 Consolidated Action Plan. Ms. <br />Pazdral thanked the Council for their support and invited members of the Council and <br />audience to an Assistive Technology Expo which will be held on Sunday, April 27, <br />2003 from 1-4 p.m. at the Marina Community Center. <br /> <br />There being no further comments from the public, and without objection, the Public <br />Hearing was closed. <br /> <br />Vice Mayor Glaze asked how staff arrived at the $10,000 figure for CRIL. Community <br />Development Director Hanson Horn stated the statistics provided by CRIL indicated <br />11 % of CRIL's clientele are San Leandro residents. Staff determined a 20% <br />contribution toward the $50,000 roof replacement was justified. <br /> <br />.
