Presentation of Donation Check to the Alameda County Firefighters Association on <br />behalf of the Alisa Ann Ruch Bum Foundation for Proceeds Raised at the Fire Station <br />10 Chili Cook-off. <br /> <br />Ramsey Ismail and other representatives from the Alameda County Firefighters <br />Association accepted the check for $400 raised at the Chili Cook-Off held at the Grand <br />Opening of Fire Station 10. The proceeds from the chili sampling will benefit the Alisa <br />Ann Ruch Bum Foundation. <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers Inay be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of PLN2002-00123; Appeal by Stephen G. Chandler, Attorney, on Behalf of <br />Steve Escobedo/Stericycle (Applicant); Fiore Marcheschi (Property Owner) of the <br />Board of Zoning Adjustments' Failure to Act on the Conditional Use Permit PLN2002- <br />00123; Appeal by Applicant of the Failure to Act by the Board of Zoning Adjustments <br />on the Conditional Use Permit to Operate a Medical Waste Transfer Station at 1366 <br />Doolittle Drive, Where Industrial Transfer/Storage/Treatment Facilities for Hazardous <br />Waste are a Conditionally Permitted Use in the IG District; Assessor's Parcel Number <br />79A-392-1-7; Steve Escobedo/Stericycle (Applicant); Fiore Marcheschi (Property <br />Owner); IG - Industrial General; Assessor's Parcel Number 79A-392-1-7. This Failure <br />to Act is Deemed Disapproval of the Application Pursuant to San Leandro Municipal <br />Code Section 1-3-410. <br /> <br />This being the time and place for the Public Hearing on the above matter, City Manager <br />J ermanis introduced Planning Manager Debbie Po 11 art, who gave an overview of the <br />item and introduced Planner Sally Barros. Ms. Barros gave a PowerPoint presentation <br />which provided background on the item, described the applicant's proposal and outlined <br />staffs analysis of the conditional use permit and recommended approval of the project. <br /> <br />Steve Escobedo, Stericycle, Inc. (Applicant), addressed the City Council, requesting <br />approval for a conditional use permit to park loaded vehicles at the 1366 Doolittle Drive <br />facility. <br /> <br />The Hearing was then opened to the public. <br /> <br />Bo Johansen, 2515 Walnut Drive, addressed the City Council, requesting a new traffic <br />study be performed as one of the conditions of approval and expressing concerns <br />regarding bio-hazardous waste being transported on Doolittle Drive. Mr. Johansen <br />mentioned a recent accident in Pittsburg, CA involving a van hauling bio-hazardous <br />waste which caused a freeway closure and decontamination measures to be taken. <br />
