Presentation of Donation Check to the Alameda County Firefighters Association on behalf of the Alisa Ann Ruch Bum Foundation for Proceeds Raised at the Fire Station 10 Chili Cook-off. Ramsey Ismail and other representatives from the Alameda County Firefighters Association accepted the check for $400 raised at the Chili Cook-Off held at the Grand Opening of Fire Station 10. The proceeds from the chili sampling will benefit the Alisa Ann Ruch Bum Foundation. 3. PUBLIC HEARINGS Public Hearing Comments are limited to 5 minutes per person, subject to adjustment by the Mayor. When you address the City Council, you should fill out a speaker card and submit it to the City Clerk so the order of speakers Inay be determined and an official record of names and addresses obtained. Chandler, Attorney, on Behalf of Steve Escobedo/Stericycle (Applicant); Fiore Marcheschi (Property Owner) of the Board of Zoning Adjustments' Failure to Act on the Conditional Use Permit PLN2002- 00123; Appeal by Applicant of the Failure to Act by the Board of Zoning Adjustments on the Conditional Use Permit to Operate a Medical Waste Transfer Station at 1366 Doolittle Drive, Where Industrial Transfer/Storage/Treatment Facilities for Hazardous Waste are a Conditionally Permitted Use in the IG District; Assessor's Parcel Number 79A-392-1-7; Steve Escobedo/Stericycle (Applicant); Fiore Marcheschi (Property Owner); IG - Industrial General; Assessor's Parcel Number 79A-392-1-7. This Failure to Act is Deemed Disapproval of the Application Pursuant to San Leandro Municipal Code Section 1-3-410. This being the time and place for the Public Hearing on the above matter, City Manager J ermanis introduced Planning Manager Debbie Po 11 art, who gave an overview of the item and introduced Planner Sally Barros. Ms. Barros gave a PowerPoint presentation which provided background on the item, described the applicant's proposal and outlined staffs analysis of the conditional use permit and recommended approval of the project. Steve Escobedo, Stericycle, Inc. (Applicant), addressed the City Council, requesting approval for a conditional use permit to park loaded vehicles at the 1366 Doolittle Drive facility. The Hearing was then opened to the public. Bo Johansen, 2515 Walnut Drive, addressed the City Council, requesting a new traffic study be performed as one of the conditions of approval and expressing concerns regarding bio-hazardous waste being transported on Doolittle Drive. Mr. Johansen mentioned a recent accident in Pittsburg, CA involving a van hauling bio-hazardous waste which caused a freeway closure and decontamination measures to be taken.
