PUBLIC HEARINGS <br /> <br />Public Hearing Comments are limited to 5 minutes per person, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be determined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Consideration of an Ordinance Repealing Section 2-576 of the San Leandro <br />Zoning Code and Adding a New Section 2-576 Relating to Regulation of Secondary <br />Dwelling Units (implements the General Plan housing policy on secondary dwelling <br />units, adopted in part in response to Government Code Section 65852.1 et seq., by <br />allowing secondary dwelling units through ministerial review in any residential <br />district, subject to n1eeting the criteria defined in the ordinance). <br /> <br />This being the time and place for the Public Hearing on the above matter, City <br />Manager J ermanis introduced Planning Manager Debbie Pollart, who gave an <br />overview of the iten1. Ms. Pollart introduced Planner Matt Tomas, who narrated a <br />PowerPoint presentation outlining the proposed changes to the Zoning Code, the <br />recent State legislation which necessitates the proposed changes as well as additional <br />pending legislation, and how the changes might aid the City in meeting the City's <br />housing development goals. <br /> <br />Councilmember Santos asked whether multiple secondary dwelling units could be <br />constructed on lots with existing multiple dwelling units. Ms. Pollart stated the <br />ordinance permits one secondary dwelling unit per lot. <br /> <br />The Hearing was then opened to the public. <br />
