PUBLIC HEARINGS Public Hearing Comments are limited to 5 minutes per person, subject to adjustment by the Mayor. Matter of Consideration of an Ordinance Repealing Section 2-576 of the San Leandro Zoning Code and Adding a New Section 2-576 Relating to Regulation of Secondary Dwelling Units (implements the General Plan housing policy on secondary dwelling units, adopted in part in response to Government Code Section 65852.1 et seq., by allowing secondary dwelling units through ministerial review in any residential district, subject to n1eeting the criteria defined in the ordinance). This being the time and place for the Public Hearing on the above matter, City Manager J ermanis introduced Planning Manager Debbie Pollart, who gave an overview of the iten1. Ms. Pollart introduced Planner Matt Tomas, who narrated a PowerPoint presentation outlining the proposed changes to the Zoning Code, the recent State legislation which necessitates the proposed changes as well as additional pending legislation, and how the changes might aid the City in meeting the City's housing development goals. Councilmember Santos asked whether multiple secondary dwelling units could be constructed on lots with existing multiple dwelling units. Ms. Pollart stated the ordinance permits one secondary dwelling unit per lot. The Hearing was then opened to the public.
