CITY MANAGER AND CITY ATTORNEY REPORTS AND COMMENTS <br /> <br />City Manager J ermanis noted the use of safe and sane fireworks has been illegal for many <br />years and reported an increase this year in the number of fireworks violations. Mr. J ermanis <br />noted the large volume of civil disobedience is difficult to contain, and that similar problems <br />were experienced throughout the East Bay. He further noted the Police Department made <br />several fireworks-related arrests. He also responded to a citizen question that the majority of <br />money collected through fines goes to the court system. <br /> <br />Mr. J ermanis stated the issue of motorized scooters will be discussed at the next City Council <br />meeting. <br /> <br />Regarding Mr. Ng's request, Mr. Jermanis noted in keeping with Council's policy the matter <br />will be referred to Congressman Pete Stark's office for follow-up. <br /> <br />Mr. J em1anis stated in response to Mr. Perez' comments that San Leandro and Oakland are <br />working on a joint venture which will include landscaping the median for Doolittle Drive and <br />other beautification n1easures. <br /> <br />The City Council recessed from 8:40 to 8:55 p.m. <br /> <br />7. AMENDMENT OF CONSENT CALENDAR <br /> <br />City Council Members or staff have an opportunity at this tilne to request that an item be <br />removed from the Consent Calendar for the presentation of a staff report or other special <br />consideration. Men1bers of the Public may request, by filing a speaker card, the opportunity <br />to address the City Council regarding items remaining on the Consent Calendar. Items <br />remaining on the Consent Calendar will be considered for approval under one motion. <br /> <br />The Consent Calendar was amended to remove Items 8.F., 8.G. and 8.H. The items will be <br />considered under Item 9. Items Removed from Consent Calendar. <br /> <br />8. CONSENT CALENDAR <br /> <br />Consent Calendar items are considered for approval by the City Council with one single <br />action. As described above in #7, Amendment of Consent Calendar, the City Council may <br />remove items from the Consent Calendar for purposes of presentation or discussion. <br />Members of the public who have requested to address the Council regarding items remaining <br />on the Consent Calendar may do so for up to 3 minutes each to a maximum of 5 minutes for <br />all items. Items listed on the Consent Calendar are deemed to have been read by title. <br />
