<br />MINUTES Page 10 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-October 6, 2003 <br /> <br />Lou Filipovich, 15376 LaVerne Drive, addressed the City Council regarding the City <br />Council Work Session of September 22 and commented that notes of the meeting and <br />the background information provided to the Council for tonight's meeting were not <br />made available to the public. Mr. Filipovich suggested the historic preservation <br />ordinance be made permissive rather than mandatory. <br /> <br />Darlene Evans, 361 Bristol Boulevard, addressed the City Council regarding a historic <br />building she owned. <br /> <br />It was the consensus of the Council to direct staff to return with a draft ordinance <br />for consideration at a public hearing. <br /> <br />B. Report on Closed Session actions taken. <br /> <br />City Attorney Williams reported the City Council met in closed session regarding the <br />matter of Norman Houge v. City of San Leandro, Alameda County Superior Court, Case <br />No. HG0380336. The City Council authorized the City Attorney to settle the matter in <br />the amount of$130,000. <br /> <br />Mayor Young reviewed for the audience the procedure for addressing the Council and <br />announced that she will no longer accept cards turned in after the completion of the staff <br />report. <br /> <br />11. PUBLIC MEETINGS <br /> <br />A. Minute Order No. 2003-051, Informational Public Meeting on the Proposed West San <br />Leandro Shuttle Business Improvement District (BID) [provides an informational public <br />meeting as required by law on the proposed West San Leandro Shuttle Business <br />Improvement District (BID)]. (2993) <br /> <br />Mayor announced that the City Council received a letter from the Transportation <br />Management Organization (TMO) requesting the Council take no further action on the <br />formation of the BID. Public input will be received tonight, but no further action will <br />be taken. <br /> <br />Darlene Evans, 361 Bristol Boulevard, addressed the City Council regarding the need <br />for a shuttle for shopping and commuting to work. <br /> <br />Councilmember Santos stated he feels the shuttle is a worthwhile proj eel. He expressed <br />hope that funding could be identified to continue shuttle operation, as it reduces the <br />number of vehicle trips by approximately 500 per day in West San Leandro. Mayor <br />Young noted the TMO is working with additional groups to address the funding issue. <br /> <br />The City Council made a motion to direct the City Manager to discontinue the <br />formation process for the proposed West San Leandro Shuttle Business <br />
