Resolution No. 2003-211, Resolution in Support of the Fiscal Year 2003 Federal Local <br />Law Enforcement Block Grant and Appropriation of Funds for the School Resource <br />Officer (SRO) Program (provides for a total of $99,669 to fund the School Resource <br />Officer Program in San Leandro schools during the City's Fiscal Year 2004-2005). <br />(1841 ) <br /> <br />K. Resolution No. 2003-212, Resolution Supporting a Statewide Ballot Initiative to <br />Require Voter Approval before State Government May Take Local Tax Funds (resolves <br />to support League of California Cities-sponsored statewide ballot initiative to require <br />voter approval before state government may take local tax funds). (1123) <br /> <br />9. ITEMS REMOVED FROM CONSENT CALENDAR <br /> <br />Public comments are limited to 3 minutes per person per item. <br /> <br />None. <br /> <br />10. ACTION ITEMS <br /> <br />A. Matter of Discussion of Historic Preservation Ordinance and Consideration of an <br />Incentive Program (provides a follow-up discussion of Historic Preservation Ordinance <br />and Incentive Program from September 22, 2003 Work Session, and presentation of a <br />list of current and potential historic structures). (2056) <br /> <br />City Manager J ermanis gave an overview of the item and introduced Community <br />Development Director Hanson Horn. Mr. Horn pointed to the list of possible historic <br />resources requested by the Council and described how the list was compiled. He <br />reviewed the draft ordinance, highlighting the revisions made in response to comments <br />nlade at the September 22 Work Session. <br /> <br />Vice Mayor Glaze expressed concern that the Captain Roberts House, 526 Lewelling <br />Boulevard, has historical significance to San Leandro yet is recommended for removal <br />from the current Historic Sites Register due to alterations made to the structure. He <br />questioned this and other recommendations made by the consultant. Mr. Horn noted the <br />list provided is only preliminary. Once the ordinance is adopted, the next phase of the <br />consultant's work will involve developing detailed background information on each <br />structure. Vice Mayor Glaze expressed frustration at the length of time it has taken to <br />enact the ordinance and concern that some of the structures on the list have been, or will <br />be, destroyed or altered before the process gets underway. <br /> <br />Mayor Young commented that the City has gone to great lengths to move and preserve <br />the Captain Roberts House and that it should be on the list regardless of the consultant's <br />recommendation. She agreed with Vice Mayor Glaze regarding the need to act on the <br />ordinance, noting 33 properties on the list have already been demolished. <br />
