<br />MINUTES Page 8 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-December II 2003 <br /> <br />Manager Jern1anis mentioned he has asked Recreation and Human Services Director Carolyn <br />Knudtson to research the program. Mr. J ennanis suggested the matter be discussed by the <br />Human Relations Committee and Human Services Commission. <br /> <br />It was the consensus of the Council to refer the matter to the HU111an Relations Committee for <br />discussion and recommendation. <br /> <br />As a melnber of the Bay Area Air Quality Management District (BAAQMD) Board of <br />Directorsl Mayor Young asked the District to keep her apprised of its responses to the <br />Oakland Airport EIR and Supplemental EIR, particularly related to health risk assessment <br />issues. She distributed a letter to Council that she recently received from BAAQMD. <br /> <br />Mayor Young distributed an article from and about the Association of Bay Area Governments <br />(ABAG) regarding a progran1 called "Being Sewer Smart." She has passed the inforn1ation <br />on to the City Manager to determine whether the Public Works Department wishes to partner <br />with ABAG to give away sewer backup prevention devices. <br /> <br />Mayor Young pointed to an article regarding the City of Berkeley leading the Bay Area in the <br />nmnber of Certified Green Businesses. She suggested San Leandro 11lay want to more <br />actively encourage businesses to adopt more environmentally-friendly practices. <br /> <br />Councilmember Santos mentioned an October 22, 2003 article in the East Bay Express <br />written by Chris Thompson regarding Alameda Power and Telecom's interest in building a <br />gasification facility in San Leandro. He noted the reporter was working with outdated <br />information, and San Leandro is no longer being considered for such a facility. <br />Councilmember Santos contacted City of Alameda Assistant City Manager Rob Wonder <br />regarding the information in the article and was assured that San Leandro is no longer being <br />considered by Alameda Power and Telecom for a gasification facility. <br /> <br />Councilmember Santos stated he was contacted by a me111ber of Greenaction who told him <br />about a meeting at Alameda Power and Teleco111 son1etime after the first of the year. The <br />Greenaction member said the group will keep Councilmember Santos informed if there are <br />any changes to the plan. Councilmember Santos expressed concerns about a gasification <br />plant being constructed in District 6. <br /> <br />Councilmember Stephens commented on a business installing roll-down metal doors and the <br />impression it leaves about the safety of the City. He asked the Council to give consideration <br />to regulating the installation of these doors by businesses. <br /> <br />Mayor Young asked the City Attorney if there is a liability issue if the City tries to regulate <br />this type of activity. City Attorney Williams stated she will look into the issue regarding what <br />the City can do to regulate existing buildings. She further stated new buildings can be <br />addressed in the permitting process. <br /> <br />The Council requested the City Attorney research the issue and report her findings. <br />
