MINUTES Page 8 City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-December II 2003 Manager Jern1anis mentioned he has asked Recreation and Human Services Director Carolyn Knudtson to research the program. Mr. J ennanis suggested the matter be discussed by the Human Relations Committee and Human Services Commission. It was the consensus of the Council to refer the matter to the HU111an Relations Committee for discussion and recommendation. As a melnber of the Bay Area Air Quality Management District (BAAQMD) Board of Directorsl Mayor Young asked the District to keep her apprised of its responses to the Oakland Airport EIR and Supplemental EIR, particularly related to health risk assessment issues. She distributed a letter to Council that she recently received from BAAQMD. Mayor Young distributed an article from and about the Association of Bay Area Governments (ABAG) regarding a progran1 called "Being Sewer Smart." She has passed the inforn1ation on to the City Manager to determine whether the Public Works Department wishes to partner with ABAG to give away sewer backup prevention devices. Mayor Young pointed to an article regarding the City of Berkeley leading the Bay Area in the nmnber of Certified Green Businesses. She suggested San Leandro 11lay want to more actively encourage businesses to adopt more environmentally-friendly practices. Councilmember Santos mentioned an October 22, 2003 article in the East Bay Express written by Chris Thompson regarding Alameda Power and Telecom's interest in building a gasification facility in San Leandro. He noted the reporter was working with outdated information, and San Leandro is no longer being considered for such a facility. Councilmember Santos contacted City of Alameda Assistant City Manager Rob Wonder regarding the information in the article and was assured that San Leandro is no longer being considered by Alameda Power and Telecom for a gasification facility. Councilmember Santos stated he was contacted by a me111ber of Greenaction who told him about a meeting at Alameda Power and Teleco111 son1etime after the first of the year. The Greenaction member said the group will keep Councilmember Santos informed if there are any changes to the plan. Councilmember Santos expressed concerns about a gasification plant being constructed in District 6. Councilmember Stephens commented on a business installing roll-down metal doors and the impression it leaves about the safety of the City. He asked the Council to give consideration to regulating the installation of these doors by businesses. Mayor Young asked the City Attorney if there is a liability issue if the City tries to regulate this type of activity. City Attorney Williams stated she will look into the issue regarding what the City can do to regulate existing buildings. She further stated new buildings can be addressed in the permitting process. The Council requested the City Attorney research the issue and report her findings.
