<br />MINUTES Page 2 <br />City of San Leandro City Council and San Leandro Redevelopment Agency Joint Meeting-DECEMBER 15, 2003 <br /> <br />Management Authority for providing the grant funds used to offer the free garbage <br />service awards. <br /> <br />Mayor Young announced the following presentations made since the last City Council <br />n1eeting: <br />· A contribution \vas made frOln the Mayor's Community Fund for the San Leandro <br />High School Pirates soccer tean1S. <br />· Certificates of Recognition were presented to the following winners of the Chamber <br />of Comnlerce Leadership Awards: <br />- Rich Wahl (Precision Graphics) for being named "2003 Ambassador of the <br />Year" <br />- Jot Manget (The Englander) for being named "2003 Business Person of the <br />Year" <br />- Creekside Associates (David Inner) for being nan1ed "2003 Business of the <br />Year' , <br />- Tom Dlugosh for being awarded the "2003 Lee Bruner Lifetin1e Achievenlent <br />Award" <br />- Tim Hohnes (Zocalo Coffeehouse) for being named "2003 Rookie of the Year" <br />- Christine Wise (Wise Bookkeeping) for being named "2003 Team Player of the <br />Year" <br />- Elnler Penaranda (City of San Leandro Planner II) for being given the award for <br />"Entrepreneurial Spirit" <br />- Luster Knight (Alameda County Fire Departnlent) for being nanled "2003 <br />Leadership San Leandro Alumni of the Year" <br /> <br />3. PUBLIC HEARINGS <br /> <br />Public Hearing Comments are lin1ited to 5 minutes per person, subject to adjustment by the <br />Mayor. When you address the City Council, you should fill out a speaker card and submit it <br />to the City Clerk so the order of speakers may be detemlined and an official record of names <br />and addresses obtained. <br /> <br />A. Matter of Proposed Ordinance to Amend the City of San Leandro Zoning Code Article <br />6, Section 2-608, Regarding Fast-Food Restaurants in the CD Commercial Downtown <br />Zoning District and Expanding Article 3, Section 1-304 to Include Juice Bars in the <br />Definition of "Cafes/Restaurants" (institutes changes that were made with the adoption <br />of the interinl ordinance in 2002, which placed a moratorium on consideration of any <br />new fast food restaurant use in the CD District). <br /> <br />This being the time and place for a Public Hearing on the above nlatter, City Manager <br />] eml ani s gave a brief introduction of the matter and introduced Community <br />Development Director Hanson Horn. Mr. Horn gave an overview of the iteln and <br />introduced Plamler Sally Barros. Ms. Barros gave a short PowerPoint presentation <br />outlining the two suggested options for an1ending the Zoning Code regarding fast food <br />restaurants. <br />
