<br />Minutes - City of San Leandro City Council Meeting <br />January 7, 2002 <br /> <br />Page 8 <br /> <br />The following Motion was then introduced: <br /> <br />Minute Order No. 2002-1, Presentation by Doug Siden, Board Member, East <br />Bay Regional Park District, Regarding Their March 2, 2002, Ballot Measure to <br />Fund Four Major Areas: Environmental Maintenance, Public Safety, Resource <br />ProtectionlRestoration, and Public Access. (2368/1968) <br /> <br />The City Council unanimously endorsed the East Bay Regional Park <br />District's "Parks 2002" Ballot Measure for the March 5, 2002, Election. <br /> <br />M/S/C Loeffler and Santos. Ayes: 7; Noes: 0 <br /> <br />E. An Ordinance Amending Title I, Chapter 6 of the San Leandro Municipal Code <br />Relating to Purchasing, Personal Services, and Surplus Sales (authorizes changes <br />to the City's dollar limits on purchases, informal and formal bid process limits, and <br />local preference provisions). Cost: Less than $1,250 annuallyNarious Funds. <br /> <br />Public Comment: <br /> <br />Tom Guarino, representing the San Leandro Chamber of Commerce, spoke <br />in support of the proposed Ordinance. <br /> <br />MOTION by Council Member Grant, seconded by Council Member Nardine, to <br />approve the introduction of Ordinance No. 2202-01. <br /> <br />Council Member Santos called for discussion to amend the motion to include a <br />preference of 5% of the total bid up to $50,000 be considered rather than 5% of <br />the total bid up to $25,000, as is currently proposed. There was no second to the <br />AMENDED MOTION and the AMENDED MOTION DIED. <br /> <br />Council Member Santos indicated that he will support the original motion to <br />introduce the ordinance as proposed in the packet, but he still believes the <br />preference should be at a higher dollar amount. He urged staff to look at the City <br />of Hayward's local preference rule. <br /> <br />The following vote was taken regarding the original motion to introduce <br />Ordinance No. 2002-01 as presented in the packet: <br /> <br />Ordinance No. 2002-01, An Ordinance Amending Title 1, Chapter 6 of the <br />San Leandro Municipal Code Relating to Purchasing, Personal Services, and <br />Surplus Sales (authorizes changes to the City's dollar limits on purchases, <br />informal and formal bid process limits, and local preference provisions).
