Council Member Nardine remarked she would like to give a portion of her <br />Neighborhood Empowennent Funds to the F]oresta Homeowners Association for <br />Floresta Park Improvements that would be dedicated to Henry Nardine. <br /> <br />Council Member Nardine eonfinned with the City Manager that she would be able <br />to carryover one year of funds. <br /> <br />4. Council Member Badger reported he represented the City Council at the Alameda <br />County Fire Academy Graduation last Thursday. <br /> <br />Council Member Badger remarked he has received some comments recently by <br />realtors in the area expressing concem with who is responsible for the repair of <br />lateral sewer lines upon sale of a property. lIe inquired if there is a requirement for <br />the lateral sewer lines to be inspected when a property is sold. <br /> <br />A brief City Council discussion took place regarding seismic reinforcement issues of a <br />home upon sale of a property and the City Manager responded he would have staff <br />prepare a report on the two issues. <br /> <br />5, Council Member Santos commented on the increase of motorized scooters in the <br />City and feels there should be a requirement for children to wear helmets. <br /> <br />Council Member Santos conveyed a recent citizen eomp]aint regarding the cost to <br />utilize the paratransit system for a visit to the doctor's office and asked what could <br />be done. <br /> <br />6. Vice Mayor Glaze thanked Council Member Santos for filling in for him on Flag <br />Day. <br /> <br />Vice Mayor Glaze also commented on modifications to the Blacksmith Shop and <br />stressed the need to look at the whole issue of historical places and perhaps consider <br />a moratorium on historical sites until the City Council has a chance to address the <br />ISSUC. <br /> <br />In conclusion, Vice Mayor Glaze indicated he would be adjourning the City <br />Council Meeting in memory of Henry Olson, father-in-law of 101m Faria. <br /> <br />7. Council Mcmber Badger, rcferring to the newly adopted General Plan, indicated <br />that perhaps thc ro]e of the Library-Historical Commission should be to review and <br />make a reconmlendation to the City Council regarding a possible moratorium on <br />historical sites in the community. <br />
